This officer is a shame to the law. Without first serving the warrant -- by which he would have been informed that the person the warrant was FOR had moved as much as ten years years previously -- this man went to his patrol car, got a rifle, and shot an innocent dog through the fence.

The dog, Opie, was in the back yard, and could not jump the fence. The "Officer" claims the dog was biting his leg. I'd love to know if he received any first aid for this impossible dog bite! 

When the Malone family, who was gathered with friends in the backyard in question to celebrate their son's 5th birthday, rushed to the front yard they witnessed Franklin proceeding to shoot the dog twice more in front of the family, including crying children. Franklin issued no apology, and has taken no responsibility for his actions.
