On 10 September 2025, Lee Evans, Evolution Homes failed to provide the substantive action plan required by North East Derbyshire District Council following their meeting with DCC Highways. Instead, residents received a forwarded apology from the surfacing contractor confirming a four-week delay to footpath works due to supply and transport issues.

This message did not include:

A revised schedule or task breakdown
Any mitigation strategy
Updates on street lighting, driveways, or S278 progress
Evidence of contractor availability or contingency planning
This outcome was entirely predictable, given the repeated slippage, missed milestones, and vague assurances since 2021.

It further undermines confidence in the developer’s ability to meet the 31 October 2025 completion deadline, which remains binding.

Residents have formally escalated this failure to NEDDC and requested that it be recorded as a breach of the agreed monitoring protocol.
