Withdraw the Public Camping Ban Ordinance Against Homeless Individuals

The Issue

We are staunch advocates for the homeless, and we are deeply distressed by the recent Public Camping Ban Ordinance propised by the City of Chillicothe

This policy places an additional burden on the shoulders of our most vulnerable citizens, criminalizing those who are grappling with homelessness. It is a misguided approach that seeks to mask the issue rather than address the root causes of homelessness. It is estimated that over half a million people in the United States are facing homelessness on any given night (National Alliance to End Homelessness, 2020). We must humanely address the plight of these individuals rather than criminalize them. 

The Mayor, Luke Feeney and Police Chief Ron Myers have stood in opposition to this ordinance. Ross County Community Action also gave Council data and facts to support not moving forward with this ordinance.  The ongoing outreach and shelter programs that have been successful in reducing Chillicothe/Ross negate a need for this inhumane and ineffective legislation.

It is time to uphold the rights and dignity of all citizens, regardless of their housing status. The Public Camping Ban Ordinance does not align with this principle.

We beseech City Council authorities to table this ordinance and instead focus resources on affordable housing, mental health support, job training, and other proven methods to effectively reduce homelessness. We ask our community to stand with us in advocating for our homeless neighbors.
