What are changed proposed in the new Right to Information (Amendment) Bill 2019?
The amendment bill proposes changes to Sections 13 and 16 of the Right to Information (RTI) Act, 2005. Section 13 of the original RTI Act 2005 pertains to the tenure, salaries, allowances and other terms of service of the central Chief Information Commissioner (CIC) and Information Commissioners (ICs). 

  1. Section 13 states, the term of CIC is currently set at five years or until the age of 65 years, whichever is earlier.
  2. Section 13 of the original Act also states that salaries, allowances and other terms and conditions of service of the Chief Information Commissioner shall be the same as that of the Chief Election Commissioner; and that of the Information Commissioner shall be the same as that of an Election Commissioner. 

Amendment

  1. The Right to Information (Amendment) Bill 2019 has proposed that such appointments will be at “such term as may be prescribed by the Central Government”. Similarly, the tenure of the State Information Commissioners has also been altered.  
  2. The amendment also proposed that salaries, allowances and other terms of service CIC and ICs “shall be such as may be prescribed by the Central Government”.
  3. Section 16 of the original RTI Act 2005 pertains to term of office, salaries, allowances payable, and other terms and conditions of service of the state-level CIC and ICs. It dictates that the term of office for such officials will be five years or 65 years of age (whichever is earlier). 
  4. “The salaries and allowances payable to and other terms and conditions of service Of the State Chief Information Commissioner shall be the same as that of an Election Commissioner; the State Information Commissioner shall be the same as that of the Chief Secretary to the State Government,” Section 16 of the original Act states.
  5.  The amendment proposes that such state-level appointments should be for “such term as may be prescribed by the Central Government”. Similarly, salaries, allowances, and other terms and conditions of service shall also be “shall be such as may be prescribed by the Central Government”.

Inshort this will take away the independence of CIC and land its fate in Governments hand, making the RTI weak.

BJP has taken many necessary decisions which we support but this is not about BJP, INC or any other party. It is also not about religion, Leftist view, Rightist view. It is only about the fate of our Country Bharat/India/Hindustan and the kind of society we wanna leave for our next generation. RTI has helped us to question our government, helped us to keep a check on it wrong doings. Helped us to expose scams by government. 80 people who did RTI have also lost their lives, why?
So, we urge our fellow citizens to dig deepers on this issue and choose to support or not support this petition becasue it is a matter of grave concern for Indians.
