We strongly object to the selling or the developing of our Public Open Green Space and the Public Right of Way to facilitate the building of a car park in Upton.

A climate and Environment Emergency was declared by Wirral Council in July 2019.  It was a crucial step towards making Wirral ‘carbon neutral’ by 2050.  This sale and development of this land goes against this crucial policy.  It would set a precedence when the next Open Space/Public Right of Way is ear-marked for development.  We must save All our public green spaces.

The Council want to sell this Public Open Green Space and Public Right of Way so it can be made into a 94-car parking area.  There is already tail- backs and gridlock on the existing roundabout in peak hour traffic. Increasing levels of traffic would have an adverse effect not just on Upton but also on outlying villages such as Greasby, Franky and Pensby. Emergency services would also be seriously compromised.  Toxic pollution from cars kills more people than cancer. What are doing to our communities especially the vulnerable and our children.

The Public Open Green Space and Public Right of Way offers safe passage to families taking their children to and from local schools. It is used by people going to and from work.  It is used by people going to shop in Upton Village.  It is used by people attending church services and for attending appointments at the local hospital.  The footpath provides access to Upton Station. This Public Open Green Space and The Public Right of Way provides indisputable access to all essential services within the area. Section 123 of the Local Government Act 1972 states that authorities need to be satisfied that the land they want to sell is no longer required for the purpose it was intended. 

Since the outbreak of the Coronavirus, Upton village has offered a lifeline to our local community and beyond.  We must now fight for its survival.  Another supermarket on its doorstep would lead to its dereliction and mass unemployment and closure of businesses and the further decline of our High Street. This also goes against Wirral Council own policies and Local Plan.

Demand on existing water and sewage infrastructure could lead to flooding and overflow and have serious impact on Upton

The people of Upton and outlying communities are put in this invidious positions by Wirral Council by this proposed development. The sum of money offered is a pittance in the greater scheme of things. It will sink into the abyss while our people will have to live with life threatening disease, pollution, and disruption for this and for future generations.

Section 10 of the Open Space Act 1906 states that local authorities must  ‘… hold and administer the open space in trust to allow the enjoyment of it by the public as an open space  ‘...and for no other purpose’.

Please support our cause and stop the development in Upton.
