I have received a "Freedom of Information" response from Wigan Council seeking a copy of the legal notice printed in the Wigan Evening Post on the 30th May 2015. I can confirm that I have informed Wigan Council that the legal notice does not comply with the Licencing Act 2003. Despite this non-compliance Wigan Council went ahead and awarded The Fleece a 4.00 am licence. This means the decision is invalid as due process was not completed correctly. The decision can be subject to judicial review. I am awaiting a full response from Wigan Council. The legal notice made no mention of the Licencing Act 2003. The legal notice did not name the Licencing Authority, address & contact details whom representations can be made to. The legal notice did not contain the legal warning in relation to the supply of false information. The legal notice did not contain details of Wigan Council's website. The legal notice gave no details of where the relevant papers can be inspected. I will keep all affected and concerned residents informed. Best wishes Mike Moulding
