We Demand Transparency, Due Process, and a Humane Resolution

Bobby is caught in the middle of conflicting claims and public statements involving two animal-welfare organizations — Bantay Hayop Davao (BHD) and Happy Animals Club (HAC).

But this is not about choosing sides.

This is about Bobby.

Bobby was reportedly living with Tatay Manuel, who has been described publicly as homeless. Concerns were also raised about Bobby being left alone on the streets when Tatay Manuel would leave to visit his family. These concerns deserve to be taken seriously.

But being homeless does not make a person worthless, nor does the lack of a permanent home, by itself, determine a person's capacity to love, care for, or have a meaningful bond with an animal.

If there are genuine concerns about Bobby's safety or welfare, those concerns should be assessed on their facts and addressed with appropriate safeguards and assistance — not simply assumed from Tatay Manuel's housing situation.

Bobby has now been separated from him.

In a public post, Bantay Hayop Davao stated: “No. We are not returning him to his owner. He is for adoption.”

BHD has also publicly reported that Bobby is suffering from anemia, ehrlichiosis, and hookworm and needs treatment, monitoring, and a less stressful environment.

Meanwhile, Happy Animals Club has publicly called for Bobby to be reunited with Tatay Manuel and has questioned the circumstances surrounding BHD's custody of him.

Two organizations have presented the public with very different accounts.

And Bobby cannot speak for himself.

SO WE ARE ASKING:
WHERE IS BOBBY?
HOW IS BOBBY?
WHO CURRENTLY HAS CUSTODY OF HIM?
AND WHAT IS THE LEGAL BASIS, IF ANY, FOR KEEPING BOBBY FROM THE PERSON CLAIMING TO BE HIS OWNER?

These are reasonable questions.

We are not asking the public to declare BHD, HAC, Tatay Manuel, or anyone else guilty of a crime.

We are asking the appropriate authorities to establish the facts, determine the proper legal basis for Bobby's continued custody, and ensure that his welfare and applicable legal rights are properly protected.

🐾 WE CALL FOR:

1. Immediate confirmation of Bobby's current location and condition;

2. Transparency regarding who currently has custody of Bobby and the basis for that custody;

3. A proper review of the circumstances surrounding his impoundment and continued custody;

4. Confirmation of the legal basis, if any, for withholding Bobby from the person claiming ownership;

5. No adoption or permanent transfer of Bobby while the ownership and custody issues remain unresolved, unless a lawful determination establishes that such action is necessary for Bobby's welfare; and

6. Proper veterinary care and protection for Bobby while this matter is being resolved.

WE ALSO ASK FOR A HUMANE SOLUTION.

If Tatay Manuel cannot currently provide Bobby with a safe home, then let us address that problem.

Help Tatay Manuel. Help Bobby.

Being without a home should not mean being without dignity.

Homelessness is a condition — not a measure of a person's worth.

If safe reunification is possible, let it be considered.

If safeguards, assistance, temporary arrangements, or other reasonable measures are needed, let them be explored.

Animal welfare should not mean ignoring human welfare.

And human hardship should not mean ignoring an animal's welfare.

Bobby should not become caught in the middle of conflicting claims and public statements.

He deserves more than social-media arguments.

He deserves care, transparency, due process, and a lawful decision based on the facts and his welfare.

🐾 WE WANT THE LAW FOLLOWED.

Don't make adoption the automatic answer.

Don't make separation the only solution.

Find a humane solution that protects Bobby — and, where safely possible, keeps him with the human he knows.

This petition does not ask the public to decide which organization is right.

It asks for the facts to be established, the applicable legal basis to be clarified, and Bobby's welfare to be protected while the matter is being resolved.

Because a person's lack of a home should never, by itself, make that person invisible, voiceless, or unworthy of consideration.
