When Does an HPD Bill End?

We are Alexander and Valentina Butov, homeowners in Brooklyn, New York.

For more than two years, we have been dealing with continuing relocation charges connected with NYC HPD.

HPD previously told us in writing that the charges would stop when the relocated person left the shelter system.

Later, during court proceedings, information in HPD's own submission stated that the person had left the shelter on January 31, 2026.

We believed that finally gave us an answer.

But the charges continued.

HPD later stated that the January 31 information had been an error.

Since then, we have written to HPD, contacted public officials, filed FOIL requests, gone to court, and explored settlement.

We lost at the first stage of the court case and have filed a Notice of Appeal.

But one basic question still remains:

When does a homeowner's financial responsibility to HPD end?

We respectfully ask NYC HPD and appropriate public officials to:

provide a complete accounting of the relocation charges;
explain what records support the continuing charges;
explain the January 31, 2026 shelter-exit information and its later reversal;
clearly state what event ends a homeowner's obligation to pay;
provide homeowners with a meaningful process for obtaining records and challenging disputed charges.
We are not asking the public to decide our court case.

We are asking for transparency.

If a government agency requires a person to pay, that person should be able to understand what they are paying for, why they are paying, and when the obligation ends.
