Stop the Inhumane Conditions in WA Prisons

Stop the Inhumane Conditions in WA Prisons
The issue
Currently there is over 7000 prisoners in WA, they are not all murders and child sex offenders, people are in prison for fraud, driving offences and unpaid fines.
No matter what a prisoner has done, they are still human, and the law is clear, every person in Australia has the right to be treated in a humane manner.
These cells are to small. According to the standard guidelines for prison facility's in Australia and New Zealand clearly states that a single cell with ablutions is to be no less than 8.75msq, and 12.75 for a double cell.
According the International committee of the Red Cross (ICRC) each single cell prisoner is not to be housed in any cell smaller than 6.6msq.
unfortunately WA prisons do not meet those guide lines and rules, that Australia agreed to. the federal government has signed these documents and is more than happy to enforce them in over seas prisons, yet they do nothing here on Australian soil.
on 30 June 2016, only 32% of WA prisoners were being confined in accordance with these rules. the government has been building new housing units that do not meet these rules.
According to these regulations, any cell that does not meet these standards is considered to be inhumane
This issue has been reported to the state government on numerous occasions by the Inspector of Custodial Services, the inspector has gone to the extent of publishing a full report on this issue. yet the government does not attempt to fix this issue stating "Budget restraints".
There is further evidence of the Department of corrective services covering up overcrowding by reporting bed numbers on a basis of modified capacity rather than design capacity.
I would like to call on the people of Western Australia to sign this Petition to force the state government to begin to change this important issue. what kind of country would we be when we condemn other governments for inhumane conditions and yet turn a blind eye to prisoners in our own state. they are also people.
Thank you
