The Discharge procedure was used five times in the 86th Congress in attempts to bring legislation to the House floor for debate. In one case, that of the pay raise for federal employees, the petition was successful and in a second instance, the civil rights bill, the pressure brought by the drive for signatures on the petition was a major factor in freeing the bill from the Rules Committee.
