The 2.5 million people paid into Social Security like the 70 million other individuals. They received 40 credits to qualify for full Social Security benefits but because they also worked somewhere else and earned a pension their SSA can be reduced by $512 because of WEP or if a spouse or dependent qualify for survivor benefits they can receive nothing because of GPO.
