It is unfair that The United States had totalization agreements in place with some Countries in the early 80's but the law requiring new employers to be informed of WEP went in effect in 2005. The total cost to repeal WEP and GPO is estimated to be 8 to 10 billion dollars, a low number considering the harm it is costing 2.5 million citizens.
