WEALDSTONE ROYAL ESTATE ZONE C CONTROLLED PARKING ZONE PETITION

The Issue

Background

Please read this if you want to stop the Council introducing permanent parking restrictions of 8:00 am to 6:30 pm (Monday to Saturday) in the Controlled Parking Zone (CPZ) of Wealdstone Royal Estate Zone C.

As a result of the extremely poor response to the CPZ consultation by the residents of Wealdstone Royal Estate, Zone C from 5th January 2026, the Council introduced a 6-month experimental traffic order (ETO) of excessive parking restrictions to many roads. 

The restriction hours which have been introduced are: 8am to 630pm, Monday to Saturday, which means nobody can park in the streets between these hours, without either a resident’s or visitor’s permit. 

The Council intend to make these restrictions permanent after the 6-month trial.

Please note. This WILL affect residents even if you do NOT have a car. All resident’s visitors will need a permit displayed in their vehicles during these restriction hours. Visitors permits currently cost £28 for 10. There are also concessionary rates available. 

EVERYONE who parks on the roads will need to possess and display a permit even if you stop for a few minutes.  

Parents of the school and nursery children are particularly at great risk of being fined if they park on the roads.

So far, during the trial, the excessive restrictive hours have affected residents in many ways:

  • many residents say that the previous 10-11am restriction (Monday to Friday) worked well and longer restrictions are NOT needed.
  • many residents say this is purely a money making scheme.
  • some residents are having fewer visitors as their visitors are not wanting to pay for a visitors permit. These residents are becoming more isolated.
  • fewer cars are being parked on the roads during the daytime, making it easier for traffic to speed, causing the roads to become more dangerous.
  • some residents are finding it stressful and difficult trying to contact the Council to apply for resident’s and visitor’s permits 
  • several disabled residents have expressed worries about their carers and drivers receiving fines. 
  • some residents (including a disabled resident) have even had double yellow lines painted in front of their houses, when previously there were single yellow lines.
  • parents are stressed when they are delivering/collecting their children to/from school and nurseries, worrying they will be fined if they park for a few minutes.
  • many residents and childcare facilities said they had not been informed that a consultation was going ahead.

The roads do NOT need a restriction of 8:00 am to 6:30 pm, Monday to Saturday. 

The current restrictions in the local County roads are 10:00 am to 11:00 am and 2:00 pm to 3:00 pm (Monday to Friday) and this works well, allowing visitors to be able to visit freely. These one-hour slots are all that’s needed to prevent vehicles being parked by non-residents for long periods of time.

We propose these one-hour restrictions are introduced (Monday to Friday) in preference to the 8:00 am to 6:30 pm Monday to Saturday.

We are asking the Council to please accept this petition as feedback during the 6-month trial.
