Here is my new theory

Due to modern technology, control of minds is possible. Due to the nature of space and the fact that it never ends, a far away population controler will eventually be aware if a local controler, and possibly compete with him. control is affirmed by the predicted wanted behavior if the controlled, and it is probable and not certain, therefore a competition between 2 controlers on one controled individual may bend towards the one or the other. a controler might know about another controler who doesn't know about him, and could decide to ignore him due to his greater power of control. 2 controlers might not know each other. when 2 controlers know about each other, and each one knows that the other knows about him, then conflict and competition between these 2 controlers will be unavoidable at some stage because of their growing power and the nature of their wish to control all possible individuals. these are the dynamics behind gods, controllers, dictators ..
