Who is impacted?
Iryna Zarutska, a 23-year-old refugee who escaped war in Ukraine, came to America for safety—but she was stabbed to death on a Charlotte train by a repeat violent offender. That offender, DeCarlos Brown Jr., had a 14-time criminal record, psychiatric red flags, and even his own mother had warned he was dangerous. Yet Magistrate Judge Teresa Stokes released him on nothing more than a “written promise” to appear in court. Iryna paid the ultimate price for that reckless decision.

What is at stake?
If judges like Stokes face no accountability, more innocent people will suffer and die. This isn’t just about one case—it’s about a system where violent offenders are set free while communities are left unprotected. Judicial negligence cannot be excused as “just a mistake” when lives are at stake. America must not allow unqualified or conflicted judges to keep putting citizens in harm’s way.

Why is now the time to act?
We the People demand the immediate removal of Magistrate Judge Teresa Stokes for judicial misconduct and negligence. Iryna did not survive Putin’s war only to be killed by a preventable failure of justice here in the United States. Every day Stokes remains in her position is another day the public is at risk. It is time to act—now.
