El Paso, Texas Animal Services (EPAS) is currently at five times the capacity the facility was created for and can not account for the $9,500,000 in taxpayer monies for 2021 and various grants they received to include the Bissell Foundation and Petsmart. EPAS shut down and never reopened the low cost spay/neuter clinic that was built and donated by Petsmart foundation. EPAS is currently stacking animals in crates too small for the pets and allowing them to sit in their excrament for hours if not days with no access to water or food. EPAS is euthanizing at an alarming rate and gone back to not picking up animals. The emplyees are so overwhelmed they do not scan and contact owners if the pet has a microchip. EPAS sanctions dog fights by putting 4-5 dogs in a run created for 1 dog with NO water, food or supervision for hours. EPAS has shut their doors to local rescues and have not complied with any directives leading to Bissell cutting the donations and pulling out of the shelter due to the SEVERE animal abuse they observed. The El Paso City Mayor is aware and chooses to look the other way and allowing the shelter to carry on. Animals should NOT suffer because our El Paso, Texas city government is covering up this abuse.
