The Pakistan Bureau of Statistics is planning to hold the first ever digital Census in Pakistan and Pakistan administered Azad Jammu Kashmir and Gilgit Baltistan in March 2023.

The Census form does not include an option for the citizens of the State of Jammu and Kashmir to note their hereditary State citizenship status in the Census form. The exclusion of the State identity of the people of Jammu and Kashmir as an option from the Census 2023 can be seen as a way to marginalize or suppress the numbers and interests of State Citizens. It may also lead to feelings of alienation and resentment among the people of Azad Jammu Kashmir (AJK), Gilgit Baltistan and the J&K community living in Pakistan.

Additionally, it could make it difficult to accurately measure the size and demographic makeup of the population of J&K origin and heritage living in Pakistan, which could have implications for government policies and equitable resource allocation for AJK and Gilgit Baltistan.

We cannot shape our future without the inclusion of our State's national identity status ( باشندہ ریاست جموں وکشمیر ) citizen of the State of Jammu and Kashmir as an option in the Pakistan first-ever digital Census to be held in 2023.

Our right to self-determination and participation in the United Nations mandated plebiscite to determine the future of the State of Jammu and Kashmir will be compromised. We won't have equitable access to financial resources from Govt. of Pakistan to do effective housing and physical planning, infrastructure development for health, education, population welfare and economic regeneration in AJK and Gilgit Baltistan.

We are asking the Pakistan Bureau of Statistics to amend the online 2023 Census form with immediate effect. We request for the inclusion of an option in responses to Question 7 for two main languages a) Pahari and b) Gojri and add an option in responses to Question 8 - (باشندہ ریاست جموں وکشمیر ) citizen of the State of Jammu and Kashmir.
