Thingithi is a perenial river flowing from Mt. Kenya forest eastwards through Meru and Tharakanithi counties and drains into River Kathita. Due to over abstraction, the river is dry downstream affecting thousands of people and animals who depend on it for livelihood. Water allocation is the responsibility of WRA and they owe downstream users a right to the use of the river just like the upstream users. This petition  is meant to force WRA enforce the law to stop over abstraction  by upstream users and to protect downstream users and especially aquatic animals which have no voice of their own.
