विषय, मराठवाडा विभागामध्ये पाणी टंचाई दूर करण्याकरिता व शेतकऱ्यांच्या शेती सिंचनाकरिता प्रत्येक गावात व कॉलनीतील ओपन स्पेसमध्ये जलसाठा निर्माण करणे बाबत तसेच वन परिक्षेत्र, जंगल राखीव व शासकीय गावठाणमध्ये जलसाठा निर्माण करून वन्यप्राण्यांच्या पाण्याची सोय निर्माण करून वन्यप्राण्याचा मानवी वस्तीत होणारा शिरकाव रोखणे बाबत 

महोदय
वरिल विषयी विनंतीपूर्वक निवेदन करण्यात येते की महाराष्ट्रातील मराठवाडा विभाग, कित्येक वर्षापासून पाणी टंचाईने ग्रस्त आहे. तसेच अतिशय कमी स्वरुपात जल वृष्टीमुळे वनजीवन तसेच परिसरातील जंगल, वन हे नष्ट होत आहेत व त्यामुळे वन्यप्राणी संकटात आलेले आहेत व वन्यप्राणी हे मानव वस्ती व शहराकडे धाव घेत आहेत. वास्तविक जर वन्यप्राण्यांना त्यांचे खाद्य व मोबलक प्रमाणात पाणी हे जंगलामध्ये उपलब्ध झाले तर त्याचा शिरकाव नागरी वस्तीमध्ये होणार नाही. 

तसेच मराठवाड्यातील शेतकरी हा नेहमी निसर्गावर अवलंबून राहिलेला आहे. आणि नदी-नाल्यावर केलेले शासकीय बॅरेजेस हे केवळ कागदावर शिल्लक राहिलेले आहेत. तसेच कधी जादापानी दबाव आल्यास ते फुटुन पुर परीस्तीती मुळे जीवहानी व शेती नुकसान होऊ शकते तसेच बंधार्यावर त्योग्य ते नियंत्रण नसल्याने बऱ्याचशा बॅरेजमध्ये पाणीच थांबलेले नसल्याचे निदर्शनास ऐईल किंवा बॅरेजेसचे साहित्य चोरीला गेलेचे निदर्शनास ऐईल व त्यामुळे सदर योजना ही परिणामशून्य असल्याचे स्पष्ट होईल. मराठवाड्यातील पाणी टंचाई कायम स्वरूपी दूर करण्याकरिता येथे होणारी जलवृष्टी व पाऊसाचे पाणी हे वाहून न जाता प्रत्येक गावात प्रत्येक कॉलनीत व शासकीय जमिनीमध्ये नैसर्गीक पुरातन (जे हजारो वर्ष टिकतील ) सोबत च्या फोटो प्रमाने असे तलावास्वरूपात साठा निर्माण करून सदर पाणी टंचाईवर मात केले जाऊ शकते व त्याकरिता प्रायोगिक तत्त्वावर काही गावामध्ये गावठान परिसरामध्ये किमान पन्नास हजार फूट चा तळावं निर्मिती करून त्यातील गवणखनिज माती मुरुम हे रस्ते निर्मितीमध्ये वापरून तसेच सदर तळावामध्ये गावाशेजारील नदी ओढ्यातून जमिनीखालून पाणी आणून सोडल्यास व साठवणूक झाल्यास गावचा पाणी प्रश्न कायमस्वरूपी निघाली निघेल तसेच जमिनीची वॉटर लेव्हल देखील वाढेल व अशाच प्रकारचे तळाव हे वन जंगलामध्ये निर्माण केल्यास वन्यप्राणी पाणी साठा उपलब्ध झाल्यामुळे जंगलामध्ये वास्तव्य करतील व अशा पाणीसाठ्यामुळे जंगलाला पाणी पुरवठा किंवा वॉटर लेव्हल मिळाल्यामुळे जंगल नष्ट होण्याचे प्रमाण देखील कमी होईल व त्यामुळे रानमेवा तसेच पशुपक्षी यांच्या वास्तव्यहे जंगलापुरते मर्यादित राहून मानवी वस्तीला सुरक्षा देखील मिळेल तसेच शेतकऱ्यांना पाण्याकरिता निसर्गावर अवलंबून राहावे लागणार नाही. 

तरी आपल्या फाऊंडेशनद्वारे प्रायोगिक तत्त्वावर शासकीय परवाने काढून काही गावक्षेत्रे व वनक्षेत्रे निवडल्यास व जलसाठे निर्माण केल्यास वरील सर्व सुविधा निर्मान करुन मराठवाड्या तील जनतेला मदत करावी हि विनंती.

Subject: Request to create water storage reservoirs in every village and open spaces in colonies in the Marathwada region in Maharashtra to address water scarcity and provide irrigation for farmers, and to construct water storage in forest areas, reserved forests, and government village lands to ensure water availability for wildlife and prevent wildlife from entering human settlements.

Sir,

With due respect, I would like to submit that the Marathwada region of Maharashtra has been suffering from severe water scarcity for many years. Due to very low rainfall, forest life and surrounding forests are gradually being destroyed, and wildlife is facing serious difficulties. As a result, wild animals are increasingly moving towards human settlements and cities.

In reality, if wildlife is provided with adequate food and sufficient water within the forest areas, they would not need to enter urban or human residential areas.

Similarly, farmers in Marathwada have always been dependent on nature for water. Many government barrages constructed on rivers and streams exist mostly only on paper. In some cases, when there is excess water pressure, these barrages may break, causing flood situations that lead to loss of life and damage to agricultural land. Moreover, due to lack of proper supervision and control, many barrages are unable to retain water, and in some cases, construction materials from these barrages have been stolen. Therefore, it appears that many such schemes have become ineffective.

To permanently solve the water scarcity problem in Marathwada, the rainfall and rainwater that currently flows away should instead be stored. This can be achieved by constructing natural and traditional style ponds—similar to the ones shown in the attached photographs—which can last for hundreds or even thousands of years. These ponds can be built in every village, colony open space, and on government land to store rainwater.

As a pilot project, at least one pond of about 50,000 square feet may be constructed in selected village areas. The excavated soil, gravel, and murum from the pond construction can be used for road development. In addition, if water from nearby rivers or streams is brought through underground channels and stored in these ponds, the village water problem can be permanently resolved. This will also help increase the groundwater level.

Similarly, if such ponds are constructed in forest areas, wildlife will have access to sufficient water and will remain within the forest. These water reservoirs will also help maintain the groundwater level in forests and reduce forest degradation. As a result, forest produce, birds, and animals will continue to live within the forest ecosystem, ensuring safety for human settlements as well.

Furthermore, farmers will not have to rely entirely on unpredictable rainfall for water.

Therefore, it is humbly requested that through your foundation, by obtaining the necessary government permissions and selecting some village areas and forest regions on a pilot basis, such water storage reservoirs may be constructed. This initiative will help provide long-term solutions to the above problems and benefit the people of the Marathwada region.
