I propose that metro rail customers travelling to or from Stadium Armory during rush hours be charged off-peak fares (vice peak fares).  These Stadium Armory customers do not receive rush hour service but are still charged peak fares (see http://www.wmata.com/rider_tools/metro_service_status/advisories.cfm?AID=5215 for details).  Thus, I believe this reduction in fare would be commensurate with the reduction in service for those utilizing Stadium Armory during rush hour.
