To the Washington DC - Department of Behavioral Health,

We, the undersigned physicians of our respective specialties (except psychiatry) and therefore unbound by “The Goldwater Rule”, acting in accordance with our solemn duty to protect the health and safety of the American people do hereby submit our APPLICATION (known from here forth as “REQUEST ONE”) for an EMERGENCY PSYCHIATRIC HOLD of the President of the United States, Donald John Trump, in accordance with the medical standard of care, in the event that he does not voluntarily submit to an emergency independent psychiatric evaluation.

We have reason to believe and do believe that President Trump has demonstrated and continues to demonstrate active, significant, and irrefutable evidence of mental compromise for which the weight of this evidence supports that, unless he undergoes immediate evaluation to clear him of dangerousness to the public, as a citizen of the United States under U.S. law, there is an imminent and substantial risk of harm to others as listed below:

-        Risk of imminent infection and death of hundreds of thousands of Americans secondary to President Trump’s failure to adequately process and act upon the scientific data regarding the severity of the SARS-CoV-2 (and the disease it causes, COVID-19) by reasons of mental compromise; and

-        Further imminent risk of infection and death of hundreds of thousands of physicians, physician assistants, advance nurse practitioners, certified nurse anesthetists, nurses, and ancillary healthcare workers who do not possess proper Personal Protective Equipment (PPE) as a direct result of President Trump’s inability to perform a reasonable interpretation of the irrefutable scientific data and his inability to take action within his authority as President of the United States, by reasons of mental compromise.

Our beliefs are based on the following specific and public demonstrations of President Trump’s recent public statements during the SARS-CoV-2 pandemic:

February 26, 2020 - James S. Brady Press Briefing Room 1:

-        Statements made during President Trump’s briefing speech:

o   “But we’re very, very ready for this, for anything — whether it’s going to be a breakout of larger proportions…”

o   Q    Mr. President, should Americans be going out getting protective equipment such as masks and so forth?  And if so, what is the U.S. doing to boost production of masks?

▪        THE PRESIDENT:  Well, we can get a lot of it.  In fact, we’ve ordered a lot of it just in case we need it.  We may not need it; you understand that.  But in case — we’re looking at worst-case scenario.  We’re going to be set very quickly.

▪        But we — I don’t think we’re going to ever be anywhere near that.  I really don’t believe that we’re going to be anywhere near that.  Our borders are very controlled.  Our flights in from certain areas that we’re talking about are very controlled.  I don’t think we’ll ever be anywhere near that.

o   Q    So far, your administration is only testing less than 500 people.  And health officials are questioning whether that’s enough, comparing to other countries who have tested more than tens of thousands of people.  Are you planning to test more people?

▪        THE PRESIDENT:  Well, we’re testing everybody that we need to test.  And we’re finding very little problem.  Very little problem.

o   Q    Mr. President, you talked about the flu and then in comparison to the coronavirus.  The flu has a fatality ratio of about 0.1 percent.

▪        THE PRESIDENT:  Correct.

o   Q    This has a fatality ratio somewhere between 2 and 3 percent.  Given that and the fact —

▪        THE PRESIDENT:  Well, we think.  We think.  We don’t know exactly what it is.

o   Q    Based on the numbers so far —

▪        THE PRESIDENT:  And the flu is higher than that.  The flu is much higher than that.

o   Q    There are more people who get the flu, but this is spreading — or is going to spread, maybe, within communities.  That’s the expectation.

▪        THE PRESIDENT:  It may.  It may.

o   Q    Does that — does that worry you?  Because —

▪        THE PRESIDENT:  No.

o   Q    — that seems to be what worries the American people.

▪        THE PRESIDENT:  No, because we’re ready for it.  It is what it is.  We’re ready for it.  We’re really prepared.

We publicly state that our professional duties have been significantly and deliberately inhibited by the actions and inactions of President Trump when clear, irrefutable evidence of an emerging global pandemic, SARS-CoV-2, presented itself as a public health threat. We publicly state in this application that President Trump’s apparent continued mental compromise and inability to process data and to make reasonable, rational, and timely decisions as a public official remains a clear and present danger to the lives and safety of the American people.

As such, we hereby submit this request to you, knowing the weight of evidence overwhelms every and all legal precedent that under normal practice conditions would preclude us from expressing this recommendation without an established physician-patient relationship and appropriate consent.

Therefore, it is without reservation, we submit this application for an EMERGENCY PSYCHIATRIC HOLD until a time when an independent and proper psychological evaluation can be performed.

Jan. 22, 2020: When asked if there were worries regarding COVID-19 becoming a pandemic President Trump responded “No, not at all. We have it totally under control. It’s one person coming in from China, and we have it under control. It’s going to be just fine.”
Feb. 2: “We pretty much shut it down coming in from China. It’s going to be fine.”
Feb. 24: “The Coronavirus is very much under control in the USA… Stock Market starting to look very good to me!”
Feb. 25: “CDC and my administration are doing a GREAT job of handling Coronavirus.”
Feb. 25: “I think that’s a problem that’s going to go away.
Feb. 26: “Now they have it, they have studied it, they know very much. In fact, we’re very close to a vaccine.”
Feb. 27: “One day it’s like a miracle, it will disappear.”
Feb. 28: “We’re ordering a lot of supplies. We’re ordering a lot of, uh, elements that frankly we wouldn’t be ordering unless it was something like this. But we’re ordering a lot of different elements of medical.”
March 2: “You take a solid flu vaccine, you don’t think that could have an impact, or much of an impact, on corona?”
March 4: “If we have thousands of people that get better just by, you know, sitting around and even going to work – some of them go to work, but they get better.”
March 5: “I NEVER said people that are feeling sick should go to work. This is just more Fake News and disinformation put out by the Democrats, in particular MSDNC. Comcast covers the Coronavirus situation horribly; only looking to do harm to the incredible & successful effort being made!”
March 6: “I think we’re doing a really good job in this country at keeping it down. We’ve really been very vigilant, and we’ve done a tremendous job at keeping to down. But who would have thought? Look, how long ago is it? Six, seven, eight weeks ago — who would have thought we would even be having the subject? We were going to hit 30,000 on the Dow like it was clockwork. Right? It was all going — it was right up, and then all of a sudden, this came out.”
“Anybody right now, and yesterday, anybody that needs a test gets a test. And the tests are beautiful. They are perfect just like the letter was perfect. The transcription was perfect. Right? This was not as perfect as that but pretty good.”
“I like this stuff. I really get it. People are surprised that I understand it. Every one of these doctors said, ‘How do you know so much about this?’ Maybe I have a natural ability. Maybe I should have done that instead of running for president.”
March 6: “I don’t need to have the numbers double b/c of 1 ship that wasn’t our fault.”
March 8: “We have a perfectly coordinated and fine tuned plan at the White House for our attack on Coronavirus.”
March 9: “The Fake News media & their partner, the Democrat Party, is doing everything within its semi-considerable power to inflame the Coronavirus situation.”
March 10: “Well, this was unexpected.  This was something that came out of China, and it hit us and many other countries.  You look at the numbers; I see the numbers with just by watching you folks.  I see it — it’s over 100 different countries.  And it hit the world.”
