Scrap Parking Penalties at Warrington and Halton Hospitals

The Issue

This petition calls upon the NHS Trust to scrap ANPR (Automatic Number Plate Recognition) enforcement of its car parks as the issuing of £75 parking charge notices causes distress and upset to patients and other visitors with legitimate grounds for visiting. It is noted that a significant number of PCNs are issued in error and that disabled people and vulnerable older people are frequently victims to the system, receiving £75 notices for even the smallest of transgressions of rules (being over time by a few minutes or for entering wrong car registration numbers). This petition calls upon the NHS Trust to move urgently towards a new method of managing its car parks.
