Let's face it, we need someone that can be true to the Dark Knight. I'm not saying the ones before didn't do okay but to me and many others there has always been something lacking.  Sure some did better than others but I have never seen anyone that caused me to say to myself "this is Batman/Bruce Wayne." So here is my suggestion, Sam Witwer. Just think about it, think about him in "Being Human." He played the part of dark and dangerous but torture soul perfectly.  Now I'm sure your second thought is that he needs to have a distinctive yet mysterious voice.  Well just listen to him as Darth Maul in the Clone Wars.  Now one final thing I want to point out, He looks like Bruce Wayne! Warner Brothers and Batman fans, we need to make this happen.
