``Every clan`` should have to option to play on the global map regardless of size and/or skill. 

The Global map in world of tanks enables clans to face off against other clans in the pursuit of glory and gold. Many tankers enjoy this game mode as a way to stamp a clan in the Wargaming history books.

The idea is simple you fight for a piece of land in a tournament arrangement. (or bid for a shoot a the land owner)

It all seems perfect. Except for the fact that the current game mechanics allow the 2% of clans to dominate most of the global map. This is game breaking mechanics for clans that want to compete on a global scale.

 What we want is a global map with sections dedicated. to clans with a lower ranking. This means that any clan that comply with the basic tier based ranking system. Can compete with other clans without being overrun.
