For Modern Legal Protection of Animals in China

Inspired by the story of Wang Wang

Dear Representatives of the People’s Republic of China,

The case of Wang Wang has caused deep concern and sadness far beyond China’s borders. People from many countries have expressed their grief and compassion. This case has sparked an important international discussion about how animals can be better protected in the future.

This petition is not directed against China.

It is an appeal for the protection of all animals — regardless of whether they have a home or live as stray animals.

China is one of the world’s leading nations and has achieved remarkable progress in many areas. Its achievements in science, technology, economy, and innovation are recognized worldwide.

Precisely because of this progress, there is now an opportunity to take another important step forward: to further strengthen the legal protection of animals through clear, modern, and effective regulations.

A modern society demonstrates its strength not only through economic and technological progress, but also through the way it protects the most vulnerable.

In the year 2026, every sentient being should be protected by clear legal foundations against severe abuse, unnecessary suffering, and intentional acts of cruelty.

The case of Wang Wang cannot be undone. However, this tragedy can become an opportunity to learn, to reflect, and to create positive change for the future.

This petition does not primarily call for harsher punishments. It calls for clear legal foundations that prevent animal suffering before it occurs.

The most effective protection is not only punishment after a tragedy, but the prevention of suffering through clear, transparent, and effective laws. Clear regulations provide guidance, strengthen responsibility, and help prevent future animal suffering.

We respectfully ask the responsible authorities of the People’s Republic of China to:

- continue developing a modern national legal framework for animal protection,

- ensure effective protection for all animals, including companion animals and stray animals,

- establish clear legal standards for particularly serious cases of animal abuse,

- promote prevention, education, and responsibility in the treatment of animals.

This petition does not seek to assign blame or criticize a country. It is a respectful appeal to allow a tragic event to become the beginning of positive change.

 

May Wang Wang’s story not only remain a painful memory, but also become a symbol of how compassion, responsibility, and clear legal protections can work together to prevent future suffering.

为中国建立现代化动物法律保护体系
以纪念旺旺（Wang Wang）
“保护弱小生命，是责任、关爱与现代社会文明的体现。”
尊敬的中华人民共和国有关部门及各位代表：

旺旺（Wang Wang）的事件引起了中国以外许多国家和地区人们的关注与悲痛。来自不同国家的人们表达了他们的哀悼与关切。这一事件也引发了国际社会对于如何在未来更好保护动物的重要讨论。

本倡议并非针对中国。

我们呼吁保护所有动物——无论它们是有主人的伴侣动物，还是生活在街头的流浪动物。

今天的中国已经成为世界重要国家之一，并在科学、技术、经济发展和创新等多个领域取得了令人瞩目的成就。这些发展成果得到了世界的关注和认可。

正因为中国取得了如此巨大的发展，我们相信，未来也可以在动物保护领域迈出重要的一步，通过建立更加现代、明确和有效的法律制度，进一步加强对动物的保护。

一个现代社会的力量，不仅体现在经济和科技的发展上，也体现在如何保护弱小生命。

在2026年的今天，每一个有感知能力的生命，都应该通过明确的法律保障，避免遭受严重伤害、不必要的痛苦以及故意实施的虐待行为。

旺旺所经历的一切无法挽回。然而，这一悲剧可以成为反思和改变的契机，为未来创造更加积极的方向。

本倡议并非首先要求更加严厉的惩罚，而是希望建立明确的法律基础，在伤害发生之前预防动物遭受痛苦。

真正有效的保护，不仅是在悲剧发生之后进行惩罚，更是在悲剧发生之前，通过清晰、透明和有效的法律制度预防伤害。明确的法律规则能够加强责任意识，为社会提供方向，并帮助减少未来类似的动物伤害。

因此，我们诚恳地希望中华人民共和国有关部门能够：

继续推动建立和完善现代化的动物保护法律体系；
为所有动物提供有效保护，包括伴侣动物和流浪动物；
对严重动物虐待行为建立明确的法律标准；
加强动物保护教育，推动预防意识和责任意识的形成。
本倡议并非为了指责任何国家，也不是为了制造对立。我们希望的是，一个令人痛心的事件能够成为积极改变的起点。

愿旺旺的故事不仅留下悲伤的记忆，也成为一个象征——象征着关爱、责任以及明确的法律保护，可以共同减少未来的痛苦。
