The Issue

UNDERSTANDING THE STRUCTURE: TWO HOAs, ZERO ACCOUNTABILITY

Valley Ranch Phase II homeowners in Irving, Texas live under a dual HOA system. There is a Master HOA — the primary association — and separately, VR Phase II HOA, a secondary association with one specific job: maintain the retaining walls throughout the neighborhood.

VR Phase II HOA, managed by WRMC (855-435-4596), collects roughly $600/year per homeowner. It has done so for at least 19 years. The retaining walls — their only responsibility — have never been properly maintained.

19 YEARS OF DUES. NOTHING TO SHOW FOR IT.

One homeowner alone has paid approximately $11,400 to this HOA over 19 years. Multiply that across all households in the subdivision and the total collected is enormous. Now, the HOA admits by its own actions that the walls have deteriorated — and is demanding $22,000 per homeowner to fix the very problem their inaction created.

THE $22,000 SPECIAL ASSESSMENT

This is not a natural disaster. This is the direct result of nearly two decades of collected dues being mismanaged or unspent on the infrastructure this HOA exists to maintain. Homeowners are being asked to pay TWICE — once through 19 years of annual dues, and again through a five-figure emergency levy — for the same neglected problem.

THE FEE STACKING ON TOP OF EVERYTHING ELSE

Homeowners who fall behind on routine annual dues of $650 now face a punishing fee cascade: a $99 "handling fee" charged every single month, a $25 late fee, and $9.75 in interest — stacked repeatedly. A $650 assessment has ballooned to $1,353.50 in under 8 months. Fees now exceed the original debt by 108%.

OUR DEMANDS:

1. Immediate fee audit and waiver — waive fees that exceed proportionality limits under Texas law.
2. Cap monthly handling fees — no uncapped charges that compound indefinitely.
3. Mandatory payment plans — offer repayment plans before adding more fees.
4. Third-party oversight — an independent body must review HOA fee practices.
5. Full WRMC contract disclosure — make the management contract available to all homeowners.
6. 19-year financial accounting — where did every dollar of dues go for 19 years?
7. Suspend the $22,000 special assessment pending a full audit.
8. Investigate the previous HOA board for potential fiduciary breach.

Valley Ranch deserves accountability — not two HOAs that collect dues indefinitely, perform no maintenance, and demand five-figure emergency payments when neglect finally catches up with them.
