Support the impeachment of Virginia Governor Ralph Northam for Malfeasance in Office.

Support the impeachment of Virginia Governor Ralph Northam for Malfeasance in Office.
The Issue
I would like to respectfully request your support to impeach Governor Ralph Northam of the Commonwealth of Virginia for Malfeasance of Office. This specific charge, while generalized, means "the wrongful or unjust doing of some act which the doer has no right to perform." Governor Northam carried out this act by completely shutting down the entire state of Virginia, an act in which he has no right to perform, according to Virginia Code.
Even in a declared "State of Emergency", § 44-146.17 of the Code of Virginia states:
"Such executive orders declaring a state of emergency may address exceptional circumstances that exist relating to an order of quarantine or an order of isolation concerning a communicable disease of public health threat that is issued by the State Health Commissioner for an affected area of the Commonwealth."
The State Health Commissioner must issue an order of quarantine or an order of isolation for a specific area for the Governor to be able to restrict the movement of peoples within that specific quarantined or isolated area and no such orders have been issued by the State Health Commissioner. The Governor of Virginia does not have the right to halt private business that the Governor deems "non-essential," as the Governor does not have the power to determine what free people deem essential or non-essential. Such free people decide for themselves essential and non-essential activities and services. These executive actions issued by the Governor are tyrannical in nature. He has acted outside his emergency powers as the Governor of the Commonwealth and should be immediately impeached by the Virginia House of Delegates for Malfeasance in Office.
