I attended the Virginia Senate hearing today on SB1152. The Virginia Campaign for the Fair Sentencing of Youth was present as well. The bill passed but was amended so that a juvenile had to serve 25 years before they would become eligible for parole and there was language that was added charging the parole board to consider an offender's maturity and rehabilitation. This means that Kelly would be eligible for parole in three years, should the bill become law.
I have also brought Amnesty International into the fight and will coordinate with them to increase awareness and the public's involvement. Traditionally, such measures have died in committee, but that won't happen this time if I have anything to say about it. If you live in Virginia, please write you Delegates in support of this measure. If this bill can make it to the Governor's desk, Kelly has a real shot of coming home.
