Virginia: Establish a Domestic Violence Offender Registry
The Issue
Domestic violence is not usually a single incident—it is a pattern.
And too often, those patterns are not fully seen until it is too late.
In Virginia, individuals with documented histories of abuse can move between jurisdictions or enter new relationships without their past behavior being clearly visible. While the state maintains internal systems, such as protective order tracking for law enforcement, these systems are limited and not designed to identify or communicate patterns of repeat offenses in a way that protects the public.
In 2025, Virginia lawmakers introduced Virginia House Bill 1991, a bill that recognized this gap and proposed the creation of a Domestic and Sexual Assault Conviction Database. Although the bill did not advance, it made one thing clear: the need for stronger tools already exists.
Other states are beginning to take action. In 2026, Tennessee became the first state to establish a domestic violence offender registry (Savannas Law), proving that systems like this are not only possible, but necessary.
Without a way to track repeat offenders across jurisdictions, critical warning signs can be missed. When incidents are treated as isolated events instead of connected patterns, opportunities for early intervention are lost.
