22 Thoroughbred horses died and a further 20 found starving 1km north west of the Melbourne International airport. The owner was a lincesed horse trainer with Victoria. Racing. VR and the RSPCA knew of this matter and failed to do anything. They knew a month before they knew two years before. They did a drive past and could not see anything from the road so did not follow up. It was common knowledge.
