Veterans Helping Veterans Healthcare Act of 2026:

Submitted by Eric Haynes, United States Veteran. This proposal seeks to improve Community Care
accountability, travel reimbursement protections, medical records access and integration, claims
and appeals reform, and Veterans healthcare infrastructure. It was developed from personal
experience and conversations with fellow Veterans regarding recurring challenges within VA
healthcare and benefits systems.
• Community Care Accountability: referral tracking, timestamps, HSRM access, live points of
contact.
• Travel Reimbursement Reform: protect reimbursement claims supported by documentation.
• Medical Records Access: timely access and improved interoperability between VA and
Community Care.
• Claims and Appeals Reform: improved communication and expanded review opportunities.
• Healthcare Infrastructure: evaluate underserved areas and a Tallahassee VA Hospital.
