Delaware's intriguing solution

Delaware wants to stop changing their clocks as well. The legislative solution is to switch from Eastern to Atlantic time, then opt out of DST. This is effectively the same as staying on EDT year-round, but only requires US DOT approval, not an act of Congress. 

Note that Delaware will only do this once Pennsylvania, Maryland, and new Jersey join in.
