The US Constitution expressly provides states with authority over the training of their national guard. The US Supreme Court twice confirmed that authority. Vermont can use that authority to stop the F-35 training flights in a city.
What's more, the Constitution requires the governor and legislature to ensure that the national guard adheres to the discipline prescribed by Congress. That discipline includes laws and Senate-ratified treaties which each require protection of civilians from military operations.
