Starting in December of 2015, Valve created a new thing called "Escrow". This was yet another attempt to prevent people from getting tricked by trading. How it works is, if you do not have the Steam mobile app on your phone logged into your account for at least 7 days, all trades would be delayed for 3 DAYS. This is to give users a chance to cancel the trade, which then puts their account on a 15 DAY COOLDOWN OF NO TRADING.

That's not all though. Starting March 9th, Valve will be putting in a hold for the Steam Market. If you create a listing on the Community Market, and you don't have the authenticator, it could take 15 DAYS TO POST! In the meantime, the item price can change, and make selling the item not worth it anymore.

Valve is not protecting us from scammers, they are protecting us from ourselves. They should go back to the way they were doing trades before, and just tell the people who are getting scammed to not add suspicious people to their friends list. There, problem solved!
