Add de_aztec back to the CS:GO competitive roster

The Issue

NEVER FORGET 11/13/17, A DAY THAT WILL LIVE IN INFAMY.

Aztec must be added back to the pool. No map has ever been so loved, and no map ever will be again. The heresy of this removal must be cleansed.

If added back to the pool, it will become the official University of Wyoming CS:GO team's exclusive competitive map.
