Public call on VOG Council to grant a lease to Penarth Town Council to secure its future
The Issue
We the Public of Penarth and surrounding areas and Penarth Town Council Labour Group call on the Vale of Glamorgan County Council to negotiate a mid to long term lease with Penarth Town Council for THE KYMIN, to ensure its community use and investment for future generations.
Penarth Town Council Labour Group are asking for the people of Penarth and surrounding areas, with an interest in saving and using the Kymin, to help us by signing this petition. You can also appeal directly to the Vale of Glamorgan Council and its Director Rob Thomas regarding the matter. We hope that together we can show the Vale of Glamorgan Council how important the Kymin is to our community. We are launching this petition and rallying local support to publicly demonstrate our concern. Please contact us if you would like to be involved.

The public are aware that Penarth Town Council have recently been negotiating with the Vale of Glamorgan County Council, but have been un-successful in their bid for a Community Asset Transfer, or to secure a lease agreement. Penarth Town Councillors would welcome a lease agreement, as opposed to the running license, so we can justify overseeing any expenditure on repairs and maintenance.
Our recent statement by Penarth Town Council Labour Group explains that the current licence for the Kymin states we are responsible for any repairs and maintenance that should need to be carried out, but also gives no guarantees as to when or if we will have our licence revoked or how long we may continue to use The Kymin.
We also state that repairs to the flat above and maintenance jobs on the building will need to be carried out in the near future, in order to keep the Kymin a safe and functional building for community use. The Town Council would need to use public money to carry out this work, but currently have no reassurance from the Vale of Glamorgan Council that we are secure in our tenancy.
The Kymin is a beautiful and historic building with stunning, landscaped grounds. We have been very fortunate to have this important building available for the use of our community as a meeting place and venue for the past fifty years, and would very much like to keep it open and accessible for the people of Penarth.
