of the President of the United States and the Honorable Speaker of the 
House: This document proposes the enactment of H.R. 92988-7L, 
establishing the American Universal Basic Income system and the Active 
Social Security Life Insurance Rebate structure to modernize federal 
income distribution, tax reconciliation, and financial verification systems. 
The proposal establishes a federal governance and economic pilot program 
in **Wendover, Utah** and **West Wendover, Nevada** for the period of 
2026 through 2036. The objective is to test an integrated system that 
connects income, benefits, taxes, investments, and obligations through a 
secure national financial portal connected to an updated Social Security 
verification system.  --- ## Section 1 — Historical Federal Recognition This legislation 
recognizes the historic presence of the Gingaskin people whose cultural 
presence is documented between approximately 900 CE and 1600 CE in 
the eastern coastal regions of what is now **Virginia**. Recognition of 
Indigenous communities is included as an acknowledgment of the historical 
foundation of the nation. --- ## Section 2 — Establishment of the AUBI System The American 
Universal Basic Income system establishes a centralized financial 
distribution structure that integrates: income government benefits 
investments tax obligations financial responsibilities Each verified citizen 
account connects through a secure Social Security verification portal.  
Upon verification the account becomes secured and locked for authorized 
financial operations. - -- ## Section 3 — Example Income Allocation Example monthly income: 
VA Income: 4430.00 Income allocation structure: 4430 ÷ 4 = 1107 The 
monthly income is divided into four areas: Campaign Production Farm / 
North Wendover Pension Each category receives: 1107 --- ## Section 4 — AUBI Distribution Calculation National reference value: 
253,695,671 Tax adjustment: 253,695,671 − 2,703 Result: 253,692,968 All 
change behind the decimal is added to the national tax bill.  --- ## Section 5 — Financial Adjustment System The AUBI system 
evaluates financial records and automatically adjusts for: liens debt court 
fees restitution child support The system allows individuals to continue 
paying current living expenses. Where applicable the system may identify 
available loan forgiveness programs. Investment income and large financial 
holdings are included in the calculation process.  --- ## Section 6 — Federal Coordination Implementation is coordinated 
through: • Internal Revenue Service • United States Department of the 
Treasury • Federal Reserve System Additional cooperation includes tax 
software providers, banks, and payment systems.  --- ## Section 7 — Financial Platform Verification Large financial transfers 
and international transactions must undergo verification approval before 
completion. This applies to banks, financial platforms, and payment 
applications including **Cash App** and similar services.  --- ## Section 8 — Resource and Economic Backing Economic support for 
the system includes national economic resources including: space-based 
mineral assets such as asteroids strategic mineral reserves gemstone and 
natural resource holdings These resources represent long-term national 
wealth and economic potential.  --- ## Section 9 — Wendover Governance Pilot The Wendover pilot 
program will test: universal income distribution automated tax reconciliation 
financial verification systems agricultural expansion in North Wendover 
regional economic development The pilot will operate for ten years and 
provide data for potential national implementation.  --- ## Section 10 — Citizen Participation Citizens participate through the 
AUBI portal by connecting their Social Security verification with their 
income and benefits. The system calculates financial distribution, 
obligations, and benefits automatically. After verification the account
