THE SOCIAL SECURITY AMERICAN UNIVERSAL BASIC INCOME ACT
(SS-AUBI)
SECTION 1. SHORT TITLE.
This Act may be cited as the “Social Security American Universal Basic Income Act” or “SS-AUBI Act.”
SEC. 2. FINDINGS AND PURPOSE.
Congress finds that economic instability, tax delinquency, household debt, and income volatility undermine public
welfare, national security, and economic resilience. The purpose of this Act is to establish a lawful, accountable
income stabilization mechanism anchored to existing Social Security infrastructure without replacing employment,
private enterprise, or State authority.
SEC. 3. DEFINITIONS.
The term “SSN-AUBI” means a predictable income stabilization payment linked to a verified Social Security Number.
The term “eligible individual” means a person with annual income under $150,000 unless amended by Congress.
The term “pilot region” means Wendover, Utah; West Wendover, Nevada; and neighboring Tribal Nations.
SEC. 4. ESTABLISHMENT OF PILOT PROGRAM.
The Secretary of the Treasury shall establish a pilot SSN-AUBI program in the designated pilot regions. Participation
shall be voluntary and subject to consent at tax filing.
SEC. 5. IRS INTEGRATION AND TAX APPLICATION.
SSN-AUBI payments shall be coordinated with the Internal Revenue Service. Payments shall first be applied to
outstanding Federal income tax liabilities and verified public debts before any remainder is paid directly to the filer.
SEC. 6. DEBT REDUCTION AND CREDIT STABILITY.
The program shall reduce compounding penalties, encourage compliance, and stabilize household finances. Nothing
in this section shall guarantee credit score outcomes.
SEC. 7. INFLATION SAFEGUARDS.
Enrollment shall be phased. Expansion shall pause automatically if supply-demand imbalance or price instability is
detected. A transparent waitlist shall be maintained.
SEC. 8. PROHIBITED USES AND SECURITY SAFEGUARDS.
Funds may not knowingly support terrorism, violent criminal enterprises, or sanctioned entities. Humanitarian
exceptions apply when funds are routed through recognized organizations.
SEC. 9. OVERSIGHT AND AUDITS.
Independent audits, public reporting, and Congressional oversight shall apply to all aspects of the SSN-AUBI
program.
SEC. 10. RULE OF CONSTRUCTION.
Nothing in this Act shall be construed to authorize collective punishment, suspend due process, or override State,
Tribal, or Constitutional authority.
SEC. 11. EFFECTIVE DATE.
This Act shall take effect upon enactment and shall remain a pilot unless extended by Congress.

Wendover–Tooele County Public Development & Workforce
Compliance Act
An Act to authorize public acquisition and governance of a cross-border economic asset; ensure full
compliance with Utah gambling law, labor law, and federal immigration law; and dedicate revenues to
city, county, and state development purposes.
Section 1. Legislative Intent
This Act is intended to capture existing cross-border economic activity for public benefit without
authorizing or expanding gambling within the State of Utah, and in full alignment with Utah Constitution
Article VI, Section 27.
Section 2. Legislative Alignment
This Act expressly aligns with 2026 General Session H.B. 243 (Gambling Revisions), sponsored by
Rep. Joseph Elison, and incorporates the clarified definitions of gambling under Utah Code
§76-9-1401. Nothing in this Act authorizes gambling as defined therein.
Section 3. Authorization to Acquire
Tooele County, in coordination with Wendover City, may acquire and govern the Wendover Nugget
Hotel & Casino through a public development authority or interlocal agreement, with all gaming activity
remaining physically located in Nevada.
Section 4. Revenue Allocation
Net revenues shall be distributed equally: one-third to Wendover City development, one-third to Tooele
County development, and one-third to Utah State development and harm-mitigation programs.
Section 5. Workforce & Employment Compliance
All operations shall comply with federal and state labor law, including I-9 verification, E-Verify
participation, wage and hour laws, and workplace safety standards.
Section 6. Work Visa & Immigration Support
A Public Workforce & Visa Compliance Office shall assist with lawful work authorization, including H-2B
visas, renewals, and coordination with federal agencies.
Section 7. Oversight & Transparency
The authority shall be subject to annual audits, public reporting, and ethics compliance, with an
oversight board representing city, county, and state interests.
Section 8. Effective Date
This Act takes effect upon adoption by the governing bodies and certification of legal compliance by
appropriate counsel.
