This rule inadvertently makes it hard for USTA's most active league-players to join teams and play as much tennis as they want. This rule penalizes the hardest working league players who have gone to Nationals, and makes them choose between not playing on a team, or having to spend money and time to travel to new clubs to join teams.
The 2014 National Regulations have recently been published and a major change has taken place regarding the National Move Up/Split Up regulation as it applies to teams that advance to, or qualify to advance to, any National Championship. This regulation applies to any teams that will be advancing from the 2013 Sectional Championships or qualify from the 2013 Championship Year in the Adult and Mixed Divisions, all Age Groups.
Here is exact language of the regulation:
2.06A National Championship Teams. No team may have on its roster more than three players (two for 2.5 and 5.0+) who were on the roster of any team, or combination of teams, that advanced to, or qualified for, any National Championship the previous year.
