On Wednesday night the MOFD Board decided to do nothing about using Orinda tax dollars to fund services in Orinda. Alex Evans stated that the one thing that could tear MOFD apart would be to continue a disproportionate funding of services. Orinda is paying 60 percent more per firefighter stationed in Orinda than Moraga is paying but Evans said the board had to focus on MOFD’s $60 million of unfunded liabilities. This will take years to resolve. In the meantime, Orinda will be paying Moraga’s share of the shortfall.
Orinda’s other two Directors, Anderson and Barber, gave other reasons not to address the issue at this time (Orinda’s service isn’t that bad; let’s get some graduate students to do a case study). None of them said that Orinda wasn’t paying a lot more than Moraga and they stated that the services provided to Orinda and Moraga should be examined, but they did not offer any concrete plan to do so.
Orinda’s City Council was conspicuously absent except for Mayor Victoria Smith who is running for the MOFD Board; but she sat silent. Moraga, on the other hand, sent Vice Mayor Dave Trotter to speak for Moraga. He said that the Moraga thinks the current status quo is fine. All others speaking from Moraga, plus former MOFD Director from Orinda John Wyro, said the same. Everyone from Orinda who spoke said that Orinda needed enhanced services.
By 2002, when Orinda had paid for its underfunded capital equipment, Orinda was subsidizing Moraga with $1 million per year. By 2014 that increased to $2 million. This year the subsidy is $2.7 million; $24 million total over 16 years. What point will be “the straw that breaks the camel’s back” and Orinda is “driven” out of MOFD due to the inaction of all parties concerned?
