I feel that any human being that is convicted of animal abuse should NEVER be able to own another pet in their lifetime. There should be a registry of animal abusers,just as there are child abusers so that the person can never own another animal again. Maybe labeling these people will not only stop further ownership but it would be on their permanent record for all to see.
