Require Licenses for Breeders to Stop the Euthanasia of Millions of Dogs Every Year

According to the ASPCA, 1.5 million companion animals are euthanized every year. https://www.aspca.org/animal-homelessness/shelter-intake-and-surrender/pet-statistics . That totals more than 4,000 PER DAY or over 171 PER HOUR, almost 3 PER MINUTE. By the time you read this, three more will have been killed.

People are using profits from breeding dogs as a way to earn income. This must stop. It is a matter of life and death for millions of animals. We have a duty as human beings to act humanely, responsibly and protect those that cannot protect themselves. We are their only voice. This is not another Change.Org petition going nowhere. Once I have obtained enough signatures, I plan to try to get a sponsor or sponsors to introduce a bill to the US Congress. PLEASE share on Facebook and email to friends you think would support it. 

The US Congress must pass legislation to restrict breeding of dogs and cats to individuals with licenses only. My plan will include only so many licenses allotted per year and a maximum number of dogs and cats allowed to be bred per year, which can be increased once euthanasia rates decline.

There may also be a maximum dollar amount that can be charged per animal. All suggestions and ideas are welcome

Violation of this law will be punishable by a misdemeanor for the first offense and a felony for the second. Anyone who wants to breed for profit will need a license and have to apply. Anyone convicted of animal abuse or violent crimes will be prohibited from breeding.

Conditions for breeding will be imposed, such as no dog will be allowed to breed more than once per year and prohibitions against inbreeding unless stated in other laws.

A law such as this will help control overpopulation the millions of dogs and cats being murdered every year because they are unwanted.
