On April 6, 2015, in country of Georgia, the Assembly of the Capital city expeditiously adopted a Resolution №7- 28, which aims to regulate animal (dogs, cats) care and to manage their populations at the territory of Tbilisi Municipality...(Resolution №7- 28 can be found here https://matsne.gov.ge/ka/document/view/2805510 )The aforementioned Resolution led to protests and great discontent of the animal-loving society, the professional dog handlers and most organizations for animal protection due to the fact that the Resolution is extremely inhumane and unprofessional. In particular, this Resolution contains ambiguous Articles and Paragraphs, which give the opportunity to perform life-threatening actions for homeless animals and is a prerequisite for their large-scale killing.
As the youth Olympics approaches, the adoption of this brutal law raises serious doubts about the fact that the Resolution №7- 28 is intended to “clean” the city from homeless animals, just like it happened and is still happening in Sochi, Baku, and Rio de Janeiro during the preparation period for the Olympics.
A large part of society has been holding peaceful protests for several weeks and demanding the Government to amend this brutal and unprofessional Resolution. They stated that changes have already been made in the law and the Resolution poses no threat to homeless animals, it is not true, since the last edition of the Resolution, as well as its previous editions, represents a serious threat to not only homeless, but also owned and sheltered animals...
We would like also to draw attention to the extremely difficult situation in the Tbilisi City Hall shelter . Animals in the shelter are in horrible conditions. Cages are polluted; there is always extreme dampness in the cages. Healthy and diseased animals are together; they lie on the concrete floor. Adult animals, as well as kittens and puppies are bathed under cold water jet which leads to their sickness and also contributes to the rapid spread of a variety of viral, fungal and infectious diseases throughout the shelter. At the same time, bowls of animals are never full of water. During the disinfection of cages, animals are in them and they breathe harmful chemicals. Often, the animals taken from the city to the shelter are not returned to the place where they were taken from, but to the forest where they die of hunger. Shelter employees do not give any explanations about all the above mentioned issues. The aggressive administration of the shelter does not allow anyone to take photos within the territory of the shelter, which is already an alarming signal. It should be noted that the photos on the Facebook page of the shelter is radically different from the real situation. At the same time, based on the unbearable conditions in the shelter it is known that 3 000,000 GEL is allocated to the shelter from the State budget (which approximately equals to 1 300 000 US dollars), while shelter animals are suspiciously thin and weak, and 90% of animals which are returned to the city from the shelter are infected. At present a canine distemper epidemic rages in the shelter. There are even more serious and alarming situations in the municipal shelters in other cities in the country.

Also, even the most severe forms of animal abuse in country remains unpunished .
We, the signatories, demand the abolishment of the Resolution №7- 28 and the immediate adoption of a new, humane law which would not be harmful and dangerous to the life and health of animals living in the city. We, the signatories, will not allow a bloody genocide scenario in the capital of Georgia or in any other region just like it was in Sochi, Azerbaijan and Rio de Janeiro.
We demand that the sanitary-hygienic norms and humane methods of animal care and treatment are kept in Tbilisi City hall shelters!!! We also demand the administration of the shelter allow the Monitoring Group to control the existing situation in the shelter and take the photos there.
We demand government to protect and respect homeless animals rights!!!

Nowadays, there are about 60000 homeless dogs in Tbilisi.Situation regarding animal abuse and cruelty in country of Goergia is alarming; there are, though, some laws to prohibit this , but in fact ,even the most severe forms of animal abuse remain unpunished. Since the government does not have any funds to keep and care for them , thousands of homeless dogs are in unsanitary conditions.Intolerable conditions are also in municipal shelters, where dogs are cruelly killed or euthanized.
We appeal to the government of Georgia and ask them to tighten the law concerning animal abuse !
We demand government to protect and respect homeless animal rights, just as it happens in other civilized countries.
