Petition for Urgent Review into Electricity Supply Regulation for Gypsy Traveller Sites, Park Homes, and Residences Supplied by Third Parties

To: The Rt Hon Ed Miliband MP, Secretary of State for Energy Security and Net Zero

Subject: Request for an Urgent Review into Electricity Supply Regulation for Gypsy Traveller Sites, Park Homes, and Residences Supplied by Third Parties

We, the undersigned, call upon you to urgently initiate a review into the electricity supply arrangements for Gypsy Traveller sites, Park homes, and other residences where electricity is supplied through third parties. These communities often rely on their electricity being delivered by site owners, landlords, or management companies who act as intermediaries between the main energy suppliers and the residents. The existing regulatory framework does not adequately protect these residents, leaving them vulnerable to excessive costs, inconsistent supply, and limited consumer rights.

Background and Issues:

1. Lack of Regulation and Consumer Protection: Under the current regulations, residents in these communities are not considered direct customers of energy companies and therefore do not benefit from the same consumer protections that are afforded to those who have direct contracts with energy suppliers. This regulatory gap leaves them vulnerable to unfair pricing, poor service, and potential exploitation.

2.Inconsistent and Unfair Pricing: Residents often pay inflated rates for their electricity due to markups imposed by third-party suppliers. There is also a lack of transparency in how these charges are calculated, with little recourse for residents to challenge these costs.

3. Supply Instability and Poor Service: Many residents experience frequent power outages, delays in reconnection, and poor service quality. Due to their indirect relationship with energy providers, they often face challenges in getting timely assistance or resolution when issues arise.

4. Limited Access to Financial Support and Energy Schemes: Because they are not recognised as direct customers, these residents are often excluded from government energy support schemes, such as the Warm Home Discount or energy price caps, further exacerbating fuel poverty in these communities.

Call to Action:

We request that the government undertakes an urgent review of the following:

1. Regulatory Framework: Assess the adequacy of the existing regulatory framework concerning third-party electricity supply arrangements and consider extending consumer protections to include all residents, regardless of how their electricity is supplied.

2. Pricing Transparency and Fairness: Introduce regulations to ensure fair pricing and greater transparency in the billing processes for electricity supplied via third parties.

3. Supply Standards: Establish minimum standards for the reliability and quality of electricity supply in these communities, with clear avenues for residents to seek redress in the event of service failures.

4. Access to Support Schemes: Ensure that all residents, including those in Gypsy Traveller sites, Park homes, and similar arrangements, are eligible for government energy support schemes and are not disadvantaged by their unique supply circumstances.

Conclusion:

The current regulatory oversight leaves some of the most vulnerable communities in our society at risk of exploitation and energy insecurity. An urgent review is necessary to address these inequalities and ensure that every resident in the UK has access to affordable, reliable, and fairly priced electricity. We urge you to take swift action to safeguard the rights of these communities.

Thank you for your attention to this critical matter.
