Subject: Urgent Petition for an Accurate & Clean Voters List

 
To: The Chief Election Commissioner of India

 
Dear Sir/Madam,

As part of our ongoing efforts through the ‘Mission 100% Voting’ campaign, we have been dedicated to motivating citizens to exercise their democratic right to vote. Despite our endeavours over the past election cycles, we have observed discrepancies in the voting percentages. These inaccuracies stem from duplicate entries, names of individuals who have relocated or deceased still being present on the electoral rolls, thus preventing us from obtaining a true reflection of voter turnout.

In light of these concerns, we urgently submit this petition to address the critical issue of maintaining an accurate and transparent voters list. 

A clean and up-to-date electoral roll is not only essential for the integrity of our democratic process but also for the success of initiatives like ours that aim to achieve, full voter participation.

We propose the following measures to achieve this goal, 

1.      Investigation into Deletions: Conduct an urgent and thorough investigation into instances where voters’ names were deleted without their request. Identify the reasons behind such deletions and take corrective action.

2.      Timely Issuance of Voter Lists: Issue the voter list a minimum of 6 months before elections to address issues such as the deletion of family members’ names and discrepancies. Allow those whose names were deleted by mistake to reapply.

3.      Regular Data Verification: Conduct periodic verification drives to update voter information. Collaborate with local authorities, community leaders, and civil society organizations to ensure accurate data. Utilize technology, such as mobile apps and online portals, to facilitate self-verification by voters.

4.      Transparency and Public Participation: Publish the voters list online and allow citizens to verify their details. Organize public hearings to address grievances related to voter registration.

5.      Legal Action Against Fraudulent Entries: Strictly penalize those involved in adding fictitious or ineligible names to the list. Collaborate with law enforcement agencies to investigate and prosecute such cases.

6.      Linking Aadhaar with Voter ID Cards: Advocate for the seamless integration of Aadhaar and voter ID cards to enhance accuracy and prevent duplication.

7.      Options for Remote Voting: Explore mechanisms for remote voting while ensuring security and authenticity. Citizens who are unable to physically visit polling stations due to work-related travel or emergencies can request remote voting. Before the election, they can submit a formal request, explaining the reason for their emergency situation. Consider scenarios such as extreme health conditions or medical emergencies where exemptions can be granted upon submission of verified documents.

8.      Address Verification and Penalties: Verify voters’ addresses periodically to ensure accuracy. Penalize citizens who fail to transfer their voter IDs within 1 year of moving out from an address.

9.      Inclusion of New Voters: Simplify the voter registration process to encourage eligible citizens to enroll. Conduct awareness campaigns in schools, colleges, and workplaces to promote voter registration.

10.   Family Members and Polling Booths: Avoid separating family members in the voters list. Assign the same polling booth to family members to reduce inconvenience.

11.   Emergency Preparedness at Polling Booths: Train Booth Level Officers (BLOs) to respond promptly to medical emergencies. Ensure the availability of first aid supplies at polling stations.

12.   Improved Amenities for Voters and Officers: Address amenities such as washroom/bath facilities for officers staying overnight at booth on duty. Table fans to improve conditions for voters and on-duty officers.

13.   Digitization and Technology: Prioritize digitization and technology adoption to streamline processes, as much work is currently done manually.

14.   Tax Incentives for Voters: Explore tax benefits or incentives for citizens who exercise their voting rights.

15.   Heavy Penalties for Non-Voters: Propose legislation to impose significant penalties on eligible voters who choose not to vote without valid reasons.

16.   Collaboration with Hospitals: Collaborate with hospitals to mobilize ambulance services, ensuring inpatients can vote with the hospital’s assistance.

17.   Collaboration with Travel Agencies: Collaborate with travel and booking agencies to create warning systems for bookings on elections days. (E.g., “It’s Election Day, are you sure you want to travel?”)

18.   Citizen Engagement: Encourage citizens to actively participate in the electoral process. Promote civic education and awareness about the importance of voting.

We believe that immediate action is necessary to ensure a correct voters list, especially as part of our campaign mission for 100% voting. Let us work together to strengthen our democracy and restore citizens’ faith in the electoral process. After all phases of the current elections are completed, we urge you to undertake these measures on an urgent basis.

‘ಮಿಷನ್ 100% ಮತದಾನ’ ಅಭಿಯಾನದ ಮೂಲಕ ನಮ್ಮ ನಿರಂತರ ಪ್ರಯತ್ನಗಳ ಭಾಗವಾಗಿ, ಮತದಾನದ ಪ್ರಜಾಸತ್ತಾತ್ಮಕ ಹಕ್ಕನ್ನು ಚಲಾಯಿಸಲು ನಾಗರಿಕರನ್ನು ಪ್ರೇರೇಪಿಸಲು ನಾವು ಸಮರ್ಪಿತರಾಗಿದ್ದೇವೆ.  ಕಳೆದ ಚುನಾವಣಾ ಚಕ್ರಗಳಲ್ಲಿ ನಮ್ಮ ಪ್ರಯತ್ನಗಳ ಹೊರತಾಗಿಯೂ, ಮತದಾನದ ಶೇಕಡಾವಾರು ವ್ಯತ್ಯಾಸಗಳನ್ನು ನಾವು ಗಮನಿಸಿದ್ದೇವೆ. ಈ ತಪ್ಪುಗಳು ನಕಲಿ ನಮೂದುಗಳಿಂದ ಉಂಟಾಗುತ್ತವೆ, ಸ್ಥಳಾಂತರಗೊಂಡ ಅಥವಾ ಮರಣ ಹೊಂದಿದ ವ್ಯಕ್ತಿಗಳ ಹೆಸರುಗಳು ಮತದಾರರ ಪಟ್ಟಿಯಲ್ಲಿ ಇನ್ನೂ ಇರುತ್ತವೆ, ಹೀಗಾಗಿ ಮತದಾರರ ಮತದಾನದ ನಿಜವಾದ ಪ್ರತಿಬಿಂಬವನ್ನು ಪಡೆಯುವುದನ್ನು ತಡೆಯುತ್ತದೆ.

ಈ ಕಾಳಜಿಗಳ ಬೆಳಕಿನಲ್ಲಿ, ನಿಖರವಾದ ಮತ್ತು ಪಾರದರ್ಶಕ ಮತದಾರರ ಪಟ್ಟಿಯನ್ನು ನಿರ್ವಹಿಸುವ ನಿರ್ಣಾಯಕ ಸಮಸ್ಯೆಯನ್ನು ಪರಿಹರಿಸಲು ನಾವು ಈ ಮನವಿಯನ್ನು ತುರ್ತಾಗಿ ಸಲ್ಲಿಸುತ್ತೇವೆ.  

ಸ್ವಚ್ಛ ಮತ್ತು ನವೀಕೃತ ಮತದಾರರ ಪಟ್ಟಿಯು ನಮ್ಮ ಪ್ರಜಾಸತ್ತಾತ್ಮಕ ಪ್ರಕ್ರಿಯೆಯ ಸಮಗ್ರತೆಗೆ ಮಾತ್ರವಲ್ಲದೆ ಸಾಧಿಸುವ ಗುರಿಯನ್ನು ಹೊಂಡಿರುವಂತ ಉಪಕ್ರಮಗಳ ಯಶಸ್ಸಿಗೆ ಅತ್ಯಗತ್ಯ.

ಈ ಗುರಿಯನ್ನು ಸಾಧಿಸಲು ನಾವು ಈ ಕೆಳಗಿನ ಕ್ರಮಗಳನ್ನು ಪ್ರಸ್ತಾಪಿಸುತ್ತೇವೆ, ಪೂರ್ಣ ಮತದಾರರ ಭಾಗವಹಿಸುವಿಕೆ.

1. ಅಳಿಸುವಿಕೆಗಳ ತನಿಖೆ:

ಮತದಾರರ ಕೋರಿಕೆಯಿಲ್ಲದೆ ಅವರ ಹೆಸರನ್ನು ಅಳಿಸಿದ ನಿದರ್ಶನಗಳ ಬಗ್ಗೆ ತುರ್ತು ಮತ್ತು ಸಂಪೂರ್ಣ ತನಿಖೆಯನ್ನು ನಡೆಸುವುದು. ಅಂತಹ ಅಳಿಸುವಿಕೆಗಳ ಹಿಂದಿನ ಕಾರಣಗಳನ್ನು ಗುರುತಿಸಿ ಮತ್ತು ಸರಿಪಡಿಸುವ ಕ್ರಮವನ್ನು ತೆಗೆದುಕೊಳ್ಳಿ.

2. ಮತದಾರರ ಪಟ್ಟಿಗಳ ಸಕಾಲಿಕ ವಿತರಣೆ:

ಕುಟುಂಬದ ಸದಸ್ಯರ ಹೆಸರುಗಳು ಮತ್ತು ವ್ಯತ್ಯಾಸಗಳ ಅಳಿಸುವಿಕೆ ಮುಂತಾದ ಸಮಸ್ಯೆಗಳನ್ನು ಪರಿಹರಿಸಲು ಚುನಾವಣೆಗೆ ಕನಿಷ್ಠ 6 ತಿಂಗಳ ಮೊದಲು ಮತದಾರರ ಪಟ್ಟಿಯನ್ನು ನೀಡಿ. ತಪ್ಪಾಗಿ ಅಳಿಸಿದ ಹೆಸರುಗಳನ್ನು ಪುನಃ ಅರ್ಜಿ ಸಲ್ಲಿಸಲು ಅನುಮತಿಸಿ.

3. ನಿಯಮಿತ ಡೇಟಾ ಪರಿಶೀಲನೆ:

ಮತದಾರರ ಮಾಹಿತಿಯನ್ನು ನವೀಕರಿಸಲು ಆವರ್ತಕ ಪರಿಶೀಲನಾ ಡ್ರೈವ್‌ಗಳನ್ನು ನಡೆಸುವುದು. ನಿಖರವಾದ ಡೇಟಾವನ್ನು ಖಚಿತಪಡಿಸಿಕೊಳ್ಳಲು ಸ್ಥಳೀಯ ಅಧಿಕಾರಿಗಳು, ಸಮುದಾಯ ಮುಖಂಡರು ಮತ್ತು ನಾಗರಿಕ ಸಮಾಜ ಸಂಸ್ಥೆಗಳೊಂದಿಗೆ ಸಹಕರಿಸಿ. ಮತದಾರರಿಂದ ಸ್ವಯಂ ಪರಿಶೀಲನೆಗೆ ಅನುಕೂಲವಾಗುವಂತೆ ಮೊಬೈಲ್ ಅಪ್ಲಿಕೇಶನ್‌ಗಳು ಮತ್ತು ಆನ್‌ಲೈನ್ ಪೋರ್ಟಲ್‌ಗಳಂತಹ ತಂತ್ರಜ್ಞಾನವನ್ನು ಬಳಸಿಕೊಳ್ಳಿ.

4. ಪಾರದರ್ಶಕತೆ ಮತ್ತು ಸಾರ್ವಜನಿಕ ಭಾಗವಹಿಸುವಿಕೆ:

ಮತದಾರರ ಪಟ್ಟಿಯನ್ನು ಆನ್‌ಲೈನ್‌ನಲ್ಲಿ ಪ್ರಕಟಿಸಿ ಮತ್ತು ನಾಗರಿಕರು ತಮ್ಮ ವಿವರಗಳನ್ನು ಪರಿಶೀಲಿಸಲು ಅವಕಾಶ ಮಾಡಿಕೊಡಿ. ಮತದಾರರ ನೋಂದಣಿಗೆ ಸಂಬಂಧಿಸಿದ ಕುಂದುಕೊರತೆಗಳನ್ನು ಪರಿಹರಿಸಲು ಸಾರ್ವಜನಿಕ ವಿಚಾರಣೆಗಳನ್ನು ಆಯೋಜಿಸಿ.

5. ಮೋಸದ ನಮೂದುಗಳ ವಿರುದ್ಧ ಕಾನೂನು ಕ್ರಮ:

ಪಟ್ಟಿಗೆ ಕಾಲ್ಪನಿಕ ಅಥವಾ ಅನರ್ಹ ಹೆಸರುಗಳನ್ನು ಸೇರಿಸುವಲ್ಲಿ ತೊಡಗಿರುವವರಿಗೆ ಕಟ್ಟುನಿಟ್ಟಾಗಿ ದಂಡ ವಿಧಿಸಿ.

ಅಂತಹ ಪ್ರಕರಣಗಳನ್ನು ತನಿಖೆ ಮಾಡಲು ಮತ್ತು ಕಾನೂನು ಕ್ರಮ ಜರುಗಿಸಲು ಕಾನೂನು ಜಾರಿ ಸಂಸ್ಥೆಗಳೊಂದಿಗೆ ಸಹಕರಿಸಿ.

6. ಮತದಾರರ ಗುರುತಿನ ಚೀಟಿಗಳೊಂದಿಗೆ ಆಧಾರ್ ಲಿಂಕ್ ಮಾಡುವುದು:

ನಿಖರತೆಯನ್ನು ಹೆಚ್ಚಿಸಲು ಮತ್ತು ನಕಲು ಮಾಡುವುದನ್ನು ತಡೆಯಲು ಆಧಾರ್ ಮತ್ತು ಮತದಾರರ ಗುರುತಿನ ಚೀಟಿಗಳ ತಡೆರಹಿತ ಏಕೀಕರಣಕ್ಕಾಗಿ ವಕೀಲರು.

7. ರಿಮೋಟ್ ಮತದಾನದ ಆಯ್ಕೆಗಳು:

ಭದ್ರತೆ ಮತ್ತು ದೃಢೀಕರಣವನ್ನು ಖಾತ್ರಿಪಡಿಸಿಕೊಳ್ಳುವಾಗ ರಿಮೋಟ್ ಮತದಾನದ ಕಾರ್ಯವಿಧಾನಗಳನ್ನು ಅನ್ವೇಷಿಸಿ.

ಕೆಲಸಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಪ್ರಯಾಣ ಅಥವಾ ತುರ್ತು ಪರಿಸ್ಥಿತಿಗಳಿಂದಾಗಿ ಮತದಾನ ಕೇಂದ್ರಗಳಿಗೆ ಭೌತಿಕವಾಗಿ ಭೇಟಿ ನೀಡಲು ಸಾಧ್ಯವಾಗದ ನಾಗರಿಕರು ರಿಮೋಟ್ ಮತದಾನಕ್ಕೆ ವಿನಂತಿಸಬಹುದು. ಚುನಾವಣೆಯ ಮೊದಲು, ಅವರು ತಮ್ಮ ತುರ್ತು ಪರಿಸ್ಥಿತಿಯ ಕಾರಣವನ್ನು ವಿವರಿಸುವ ಔಪಚಾರಿಕ ವಿನಂತಿಯನ್ನು ಸಲ್ಲಿಸಬಹುದು. ಪರಿಶೀಲಿಸಿದ ದಾಖಲೆಗಳನ್ನು ಸಲ್ಲಿಸಿದ ನಂತರ ವಿನಾಯಿತಿಗಳನ್ನು ನೀಡಬಹುದಾದ ತೀವ್ರ ಆರೋಗ್ಯ ಪರಿಸ್ಥಿತಿಗಳು ಅಥವಾ ವೈದ್ಯಕೀಯ ತುರ್ತುಸ್ಥಿತಿಗಳಂತಹ ಸನ್ನಿವೇಶಗಳನ್ನು ಪರಿಗಣಿಸಿ.

8. ವಿಳಾಸ ಪರಿಶೀಲನೆ ಮತ್ತು ದಂಡಗಳು:

ನಿಖರತೆಯನ್ನು ಖಚಿತಪಡಿಸಿಕೊಳ್ಳಲು ನಿಯತಕಾಲಿಕವಾಗಿ ಮತದಾರರ ವಿಳಾಸಗಳನ್ನು ಪರಿಶೀಲಿಸಿ. ವಿಳಾಸದಿಂದ ಹೊರಬಂದ 1 ವರ್ಷದೊಳಗೆ ತಮ್ಮ ಮತದಾರರ ಗುರುತಿನ ಚೀಟಿಗಳನ್ನು ವರ್ಗಾಯಿಸಲು ವಿಫಲರಾದ ನಾಗರಿಕರಿಗೆ ದಂಡ ವಿಧಿಸಿ.

9. ಹೊಸ ಮತದಾರರ ಸೇರ್ಪಡೆ:

ಅರ್ಹ ನಾಗರಿಕರನ್ನು ನೋಂದಾಯಿಸಲು ಪ್ರೋತ್ಸಾಹಿಸಲು ಮತದಾರರ ನೋಂದಣಿ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಸರಳಗೊಳಿಸುವುದು. ಮತದಾರರ ನೋಂದಣಿಯನ್ನು ಉತ್ತೇಜಿಸಲು ಶಾಲೆಗಳು, ಕಾಲೇಜುಗಳು ಮತ್ತು ಕೆಲಸದ ಸ್ಥಳಗಳಲ್ಲಿ ಜಾಗೃತಿ ಅಭಿಯಾನಗಳನ್ನು ನಡೆಸುವುದು.

10. ಕುಟುಂಬ ಸದಸ್ಯರು ಮತ್ತು ಮತಗಟ್ಟೆಗಳು:

ಮತದಾರರ ಪಟ್ಟಿಯಲ್ಲಿ ಕುಟುಂಬದ ಸದಸ್ಯರನ್ನು ಪ್ರತ್ಯೇಕಿಸುವುದನ್ನು ತಪ್ಪಿಸಿ. ಅನಾನುಕೂಲತೆಯನ್ನು ಕಡಿಮೆ ಮಾಡಲು ಅದೇ ಮತಗಟ್ಟೆಯನ್ನು ಕುಟುಂಬದ ಸದಸ್ಯರಿಗೆ ನಿಯೋಜಿಸಿ.

11. ಮತಗಟ್ಟೆಗಳಲ್ಲಿ ತುರ್ತು ಸಿದ್ಧತೆ:

ವೈದ್ಯಕೀಯ ತುರ್ತುಸ್ಥಿತಿಗಳಿಗೆ ತ್ವರಿತವಾಗಿ ಸ್ಪಂದಿಸಲು ಬೂತ್ ಮಟ್ಟದ ಅಧಿಕಾರಿಗಳಿಗೆ (BLOs) ತರಬೇತಿ ನೀಡಿ. ಮತದಾನ ಕೇಂದ್ರಗಳಲ್ಲಿ ಪ್ರಥಮ ಚಿಕಿತ್ಸಾ ಸಾಮಗ್ರಿಗಳ ಲಭ್ಯತೆಯನ್ನು ಖಚಿತಪಡಿಸಿಕೊಳ್ಳಿ.

12. ಮತದಾರರು ಮತ್ತು ಅಧಿಕಾರಿಗಳಿಗೆ ಸುಧಾರಿತ ಸೌಕರ್ಯಗಳು: 

ಕರ್ತವ್ಯದಲ್ಲಿರುವ ಬೂತ್‌ನಲ್ಲಿ ರಾತ್ರಿಯಿಡೀ ತಂಗುವ ಅಧಿಕಾರಿಗಳಿಗೆ ವಾಶ್‌ರೂಮ್/ಸ್ನಾನದ ಸೌಲಭ್ಯಗಳಂತಹ ಸೌಕರ್ಯಗಳನ್ನು ವಿಳಾಸ.  ಮತದಾರರಿಗೆ ಮತ್ತು ಕರ್ತವ್ಯದಲ್ಲಿರುವ ಅಧಿಕಾರಿಗಳಿಗೆ ಪರಿಸ್ಥಿತಿಗಳನ್ನು ಸುಧಾರಿಸಲು ಟೇಬಲ್ ಫ್ಯಾನ್ ಒದಗಿಸಿ.

13. ಡಿಜಿಟಲೀಕರಣ ಮತ್ತು ತಂತ್ರಜ್ಞಾನ:

ಪ್ರಸ್ತುತ ಹೆಚ್ಚಿನ ಕೆಲಸವನ್ನು ಕೈಯಾರೆ ಮಾಡಲಾಗಿರುವುದರಿಂದ ಪ್ರಕ್ರಿಯೆಗಳನ್ನು ಸುಗಮಗೊಳಿಸಲು ಡಿಜಿಟಲೀಕರಣ ಮತ್ತು ತಂತ್ರಜ್ಞಾನದ ಅಳವಡಿಕೆಗೆ ಆದ್ಯತೆ ನೀಡಿ.

14. ಮತದಾರರಿಗೆ ತೆರಿಗೆ ಪ್ರೋತ್ಸಾಹ:

ತಮ್ಮ ಮತದಾನದ ಹಕ್ಕುಗಳನ್ನು ಚಲಾಯಿಸುವ ನಾಗರಿಕರಿಗೆ ತೆರಿಗೆ ಪ್ರಯೋಜನಗಳು ಅಥವಾ ಪ್ರೋತ್ಸಾಹಗಳನ್ನು ಅನ್ವೇಷಿಸಿ.

15. ಮತದಾರರಲ್ಲದವರಿಗೆ ಭಾರೀ ದಂಡಗಳು:

ಮಾನ್ಯವಾದ ಕಾರಣಗಳಿಲ್ಲದೆ ಮತ ಚಲಾಯಿಸದಿರಲು ಆಯ್ಕೆ ಮಾಡುವ ಅರ್ಹ ಮತದಾರರ ಮೇಲೆ ಗಮನಾರ್ಹ ದಂಡವನ್ನು ವಿಧಿಸಲು ಶಾಸನವನ್ನು ಪ್ರಸ್ತಾಪಿಸಿ.

16. ಆಸ್ಪತ್ರೆಗಳ ಸಹಯೋಗ:

ಆಂಬ್ಯುಲೆನ್ಸ್ ಸೇವೆಗಳನ್ನು ಸಜ್ಜುಗೊಳಿಸಲು ಆಸ್ಪತ್ರೆಗಳೊಂದಿಗೆ ಸಹಕರಿಸಿ, ಒಳರೋಗಿಗಳು ಆಸ್ಪತ್ರೆಯ ಸಹಾಯದಿಂದ ಮತ ಚಲಾಯಿಸಬಹುದು.

17. ಟ್ರಾವೆಲ್ ಏಜೆನ್ಸಿಗಳ ಸಹಯೋಗ:

ಚುನಾವಣಾ ದಿನಗಳಲ್ಲಿ ಬುಕಿಂಗ್‌ಗಾಗಿ ಎಚ್ಚರಿಕೆ ವ್ಯವಸ್ಥೆಗಳನ್ನು ರಚಿಸಲು ಪ್ರಯಾಣ ಮತ್ತು ಬುಕಿಂಗ್ ಏಜೆನ್ಸಿಗಳೊಂದಿಗೆ ಸಹಕರಿಸಿ.  (ಉದಾ., "ಇದು ಚುನಾವಣಾ ದಿನ, ನೀವು ಪ್ರಯಾಣಿಸಲು ಖಚಿತವಾಗಿ ಬಯಸುವಿರಾ?")

18. ನಾಗರಿಕ ಎಂಗೇಜ್ಮೆಂಟ್:

ಚುನಾವಣಾ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಸಕ್ರಿಯವಾಗಿ ಭಾಗವಹಿಸಲು ನಾಗರಿಕರನ್ನು ಪ್ರೋತ್ಸಾಹಿಸಿ.

ನಾಗರಿಕ ಶಿಕ್ಷಣವನ್ನು ಉತ್ತೇಜಿಸುವುದು ಮತ್ತು ಮತದಾನದ ಮಹತ್ವದ ಬಗ್ಗೆ ಅರಿವು ಮೂಡಿಸುವುದು.
