Title: Petition for Urgent E-Bike & E-Motorcycle Enforcement in Montgomery County

To the County Judge, Commissioners Court, Municipal Judges, and Law Enforcement Officials of Montgomery County, Texas:

Our streets and neighborhoods are facing an unprecedented and rapidly growing safety crisis. Children and young teenagers—often between the ages of 10 and 14—are operating high-speed electric bicycles and unregistered electric motorcycles (such as Sur-Rons and Talarias) Dirt Bikes and electric scooters on public roads. They are riding without licenses, without insurance, often without helmets, and with a blatant disregard for traffic laws.

We are witnessing these juveniles traveling at speeds of 20 to 30 mph, blowing through stop signs, riding against traffic, and weaving through pedestrian pathways. Under current Texas law, Class 3 e-bikes are legally restricted to riders 15 and older, and purely throttle-powered electric dirt bikes are entirely illegal on public streets. Yet, enforcement is lagging, and parents are repeatedly turning a blind eye to the extreme danger their children are placed in—and the danger they pose to others.

A Preventable Tragedy Waiting to Happen We cannot wait for a child to be killed or a pedestrian to be severely injured before we take action. As motorized vehicles, these bikes carry the same lethal potential in a collision as a traditional moped or scooter. When a 12-year-old on a 750-watt motorized bicycle collides with a multi-ton vehicle, the results will be fatal. The responsibility to prevent this falls on our local government and law enforcement agencies.

Other Texas Municipalities Are Already Taking Action Montgomery County does not need to invent a solution; we simply need to look at what other proactive communities across Texas are doing to combat this exact crisis:

Frisco and Allen: Police departments have launched aggressive, targeted enforcement campaigns. Officers are actively pulling over underage riders, confiscating illegal electric motorcycles, and issuing citations directly to parents.
University Park and Highland Park: Faced with a similar surge, local authorities have adopted a zero-tolerance policy for reckless e-bike riding, strictly enforcing the 15-year-old age limit for Class 3 bikes and impounding vehicles driven illegally by minors.
The Woodlands & League City: Local officials and law enforcement have launched initiatives to clarify legal definitions under Texas law, target illegal motorized dirt bikes, restrict motorized vehicles on pathways, and educate parents on civil liability.
Colleyville and Southlake: These cities have successfully updated local ordinances to regulate exactly where e-bikes can be ridden, strictly prohibiting them from certain pedestrian pathways while educating parents on their civil liability.
OUR CALL TO ACTION We, the undersigned residents of Montgomery County, demand immediate and decisive action to restore safety to our streets. We formally request:

Strict Enforcement of Existing Laws: Mandate local law enforcement to actively stop underage riders on Class 3 e-bikes and confiscate unregistered electric dirt bikes operating on public roads.
Parental Accountability: Implement and enforce heavy municipal fines targeting the parents and guardians of minors who repeatedly violate traffic laws on e-bikes. Hit them where it counts to force parental supervision.
Mandatory Helmet Ordinances: Pass a strict, county-wide ordinance requiring all e-bike riders under the age of 18 to wear a helmet, with escalating fines for non-compliance.
Community Education: Partner with local school districts to formally educate parents on their financial and civil liability when their underage children operate motorized vehicles illegally.
We urge you to act now. Protect our children from their own inexperience, protect our drivers from unavoidable accidents, and protect the peace of our neighborhoods.
