We, the residents of Ace Palm Floors, Sector 89-90, Gurgaon, are compelled to raise this urgent petition regarding the non-availability of basic civic amenities and prolonged compliance delays, despite having taken possession of our homes.
Over 200 families are currently living and more than 500 families are waiting to shift in the future, are suffering due to the absence of basic services such as electricity, water, and gas, turning what should be a safe and comfortable living environment into a daily struggle.
Gurgaon is a leading urban city of India, envisioned to provide modern infrastructure and dignified living conditions. However, residents of our society continue to struggle for basic necessities like electricity, water, and gas, which are fundamental rights—not luxuries.
Ground Reality & Verified Facts
✅ Infrastructure Developed by Ace Palm
The developer of Project Ace Plam Floors, Sector 89-90, has already completed substantial internal infrastructure:
- Internal electrical systems & distribution network
- Sewage Treatment Plant (STP)
- Internal roads, landscaping, green areas, fountains & outdoor sports amenities
- Possession granted to almost all homeowners
Additionally:
To support residents, the developer of Project Ace Plam Floors is providing 100% DG-based electricity for over one year, despite significant financial losses
⚠️ Critical Bottleneck – External Dependencies Under License Holder
👉 Orris Infrastructure Pvt Ltd (Orris Woodview Residencies) is the main license holder controlling external infrastructure and essential service connections.
🔴 1. Electricity Crisis
External electricity infrastructure is ready by Orris.
However, the connection is not being released to Ace Plam Floors Residents.
- Delay linked to financial disagreements between ACE and Orris, despite ACE's willingness to pay as per DHBVN-approved cost norms
- Orris has raised objections against the ACE application to DHBV to facilitate an independent electricity supply to Ace Plam Floors Residents.
Impact on Residents:
- Heavy dependence on costly DG electricity
- Frequent power cuts, especially in the peak summer season
- Damage to appliances due to voltage fluctuations
- Massive diesel consumption is harming the environment
- Severe financial burden on the developers of ACE Plan Floors and the residents

Water infrastructure (WTP) is already developed and available with Orris.
However, supply is intentionally not being released to ACE Plam Floors Residents as there are almost no occupancies in orris project.
Residents are forced to depend on water tankers

- Hygiene, sanitation, and health risks
- Increased monthly expenses
- Mental stress for families managing basic needs

As per the earlier understanding between ACE and Orris, a shared clubhouse was to be developed on approximately 2 acres of land for both Ace Palm and Orris residents.
However, as informed by the developers of Ace Palm Floors, approximately 1 acre of land has been surrendered to the authorities (DTP) by Orris, which has altered the original plan.
Due to these changes at the license-holder level, the approval process for the clubhouse development for Ace Palm residents has been delayed for over one year.
Impact:
- No community space for social, cultural, or recreational activities
- Reduced quality of life
👉 This prolonged delay has deprived residents of essential community infrastructure, significantly affecting social, recreational, and overall quality of living.
