
The Breast Cancer Research semipostal was issued July 29, 1998, at a first-day ceremony held at the White House. It was the first semipostal in U.S. history. Sales for the Breast Cancer Research (BCR) stamp in February 2018 bring the total raised for BCRS to over $89 million, and stamps sold over 1.05 billion since July 1998. By law, 70 percent of the net amount raised is given to the National Institutes of Health and 30 percent is given to the Medical Research Program at the Department of Defense.
We need your help in saving the Breast Cancer Research Stamp (BCRS). For over 20 years this historic stamp designed to save lives has been a symbol of hope and inspiration for millions of people.
This first semipostal (fundraising) stamp in U.S. history required an act of Congress to make it a reality. First issued on July 29, 1998, several subsequent Congressional reauthorizations were necessary in order for the United States Postal Service (USPS) to keep issuing the Breast Cancer Research Stamp.
The current legislation protects the BCRS through the end of 2019.

The time has come for the United States Postal Service to voluntarily designate the Breast Cancer Research Stamp as a true Forever Stamp — for perpetuity!
We hope to obtain 100,000 signatures to send a clear and convincing message to the United States Postsl Service and both houses of Congress that the American people want and need to keep tne Breast Cancer Research Stamp in our arsenal of weapons to eradicate breast cancer once and for all! It is time to end tne scourge of breast cancer and all cancers in our society.
One stamp at a time and one penny at a time, over 1.05 billion (that’s right, billion with a B) Breast Cancer Research Stamps have been sold to date raising nesrly $90 million for cutting edge biomedical research! It is important to keep in mind that advances made in breast cancer research can lead to breakthroughs in fighting and eradicating other types of cancer as well.
