Stray Overpopulation in Malaysia is a Crisis – We Need a National Policy NOW
Dear Prime Minister, Minister of Local Government Development, Minister of Agriculture and Food Security, Minister of Domestic Trade and Cost of Living, Minister of Natural Resources and Environmental Sustainability, Minister of Health, and the Government of Malaysia,
Malaysia is facing an escalating stray animal crisis. The current approach which is relying on outdated, ineffective, and inhumane "catch and kill" methods, has failed to control stray populations. Instead, it has led to:
❌ Rising stray-related complaints, injuries, and human-stray conflicts
❌ Animal cruelty and mistreatment
❌ Public health and safety concerns
❌ Wasted taxpayer money on ineffective solutions
❌ Overcrowded shelters struggling with an endless influx of strays, lacking space and resources, proving that catch-and-shelter is not a sustainable solution
Stray overpopulation is not just an animal issue. It is a human, societal, and ethical concern.
We, the undersigned, urge the Malaysian government & leaders to take immediate action by implementing a National Stray Animal Policy that prioritizes humane, effective, and sustainable solutions.
We Call on the Government to:
✅ Adopt a Nationwide Trap-Neuter-Vaccinate-Release-Manage (TNVRM) Program
The government must officially implement TNVRM policies in collaboration with NGOs and experts. This approach - focuses on neutering, vaccinating, and responsibly managing strays - has been proven globally to reduce stray populations over time while balancing animal welfare and public safety.
Melaksanakan Program Tangkap-Mandul-Vaksin-Lepas-Urus (TNVRM) di Seluruh Negara
Kerajaan mesti melaksanakan dasar TNVRM secara rasmi dengan kerjasama NGO dan pakar-pakar haiwan terbiar. Pendekatan ini - yang menumpukan kepada pemandulan, vaksinasi, dan pengurusan haiwan terbiar secara bertanggungjawab—telah terbukti secara global dapat mengurangkan populasi haiwan terbiar sambil menyeimbangkan kebajikan haiwan dan keselamatan awam.

Resources currently used for ineffective and cruel “catch and kill” operations should be reallocated toward large-scale neutering initiatives and TNVRM programmes. Sustainable solutions require funding and commitment from authorities.

Sumber yang kini digunakan untuk operasi "tangkap dan bunuh" yang tidak berkesan dan kejam harus disalurkan semula kepada inisiatif pemandulan berskala besar dan program TNVRM. Penyelesaian mampan memerlukan pembiayaan dan komitmen daripada pihak berkuasa.

✅ Promote Adoption Over Animal Sales
Policies should encourage adoption programmes and discourage commercial breeding and animal sales.

Dasar harus menggalakkan program pengambilan haiwan terbiar dan mengurangkan pembiakan komersial serta penjualan haiwan.
鼓励领养,限制动物买卖
政策应鼓励领养流浪动物,减少商业繁殖及动物买卖活动,以降低流浪动物的数量增 长。
✅ Foster Multi-Stakeholder Collaboration
The government must facilitate partnerships between NGOs, corporations (via donations and tax incentives), institutions, and grassroots organisations to strengthen animal welfare efforts nationwide.

Kerajaan mesti memudahkan kerjasama antara NGO, syarikat korporat (melalui sumbangan dan insentif cukai), institusi, dan organisasi akar umbi untuk memperkukuh usaha kebajikan haiwan di seluruh negara.

✅ Strengthen Enforcement of the Animal Welfare Act
Authorities should increase enforcement capacity by recruiting dedicated animal welfare officers to oversee ethical and effective stray population management. Ensuring compliance with the Animal Welfare Act is essential to ending cruelty and mismanagement.
Memperkukuh Penguatkuasaan Akta Kebajikan Haiwan
Pihak berkuasa harus meningkatkan kapasiti penguatkuasaan dengan mengambil pegawai dedikasi kebajikan haiwan bagi memastikan pengurusan populasi haiwan terbiar yang beretika dan berkesan. Memastikan pematuhan Akta Kebajikan Haiwan adalah penting bagi menamatkan kezaliman dan pengurusan yang tidak berperikemanusiaan.

政府应增加执法队伍,招聘专业动物福利官员,以确保流浪动物管理措施符合道德规 范并有效执行。同时,严格执行《动物福利法》,以杜绝虐待及不当管理流浪动物的 行为。
