Dear Helena Dollimore, Dr Kieran Mullan and Esteemed Councillors,

 

We, the undersigned residents of Hastings, Rye and Rother, write to you with a deep sense of urgency and concern regarding the ongoing crisis in Bangladesh. This petition represents not only the Bangladeshi community in our area but all residents who are appalled by the humanitarian crisis unfolding in Bangladesh, as reported by Al Jazeera, the BBC and other international news outlets.

Background:

In the past week, Bangladesh has witnessed an extraordinary uprising led by its courageous students, who are heroically taking a stand against a system riddled with corruption, injustice, and negligence. Sparked by the increase in the infamous quota system favouring party followers of Prime Minister Sheikh Hasina, these protests have grown into a nationwide movement demanding accountability and sweeping reforms.

Students have been holding rallies demanding change to a system that reserves a third of public sector jobs for the relatives of veterans of the country’s war for independence from Pakistan in 1971. The students have filled the streets with their passionate calls for change. Their peaceful demonstrations have been met with a harsh and violent response from the authorities, who seem more interested in maintaining their power than addressing the legitimate grievances of the students. Law enforcement officers have unleashed brutal crackdowns on these peaceful protesters, employing tear gas, batons, and even rubber bullets in a bid to silence them. Prime Minister Sheikh Hasina's divisive rhetoric has further fuelled the demonstrators' outrage.

 

 

Current Unrest and Government Actions:

At the time of writing, there have been about 114 deaths reported by foreign journalists. Starting from Dhaka University and other sister universities in Dhaka, the protests have spread throughout the country. In an attempt to suppress the demonstrations, the government has shut down Internet services, preventing the spread of information and stifling communication. The infamous Rapid Action Battalion (RAB), border guards, and police have been employed to quash the protests, leading to widespread violence and brutality. Social media are flooded with harrowing images and videos of the brutalities faced by the protestors.

The government's response to this righteous movement has only highlighted its disconnect from the people it is supposed to serve. Instead of engaging in dialogue and addressing the legitimate demands of the students, it has resorted to intimidation and violence, further galvanising the protestors' resolve. The government has taken drastic measures to cut off the country, causing information blackouts and suppressing all reports of the crimes it commits. These actions are a clear attempt to break the spirit of the brave protesters by isolating them from the rest of the world and stifling their voices.

Our Appeal:

 

We urge you, as our elected representatives, to take immediate decisive action to address this crisis. Specifically, we request that you:

 

1. Advocate for Freedom of Press and Communication: Urge the Bangladesh government to immediately lift the communication ban and reinstate Internet services. Ensure that both international and national journalists are allowed to interview and visit affected people and groups without restrictions.

2.  Support Diplomatic Efforts: Petition the UK government to engage in diplomatic efforts aimed at encouraging the Bangladeshi government to uphold human rights and address the demands of the protesters in a peaceful and just manner.

3. Maintain Law and Order: Urge the Bangladesh government to suspend two ministers and members of the Law and Order forces, as well as to withdraw the infamous Rapid Action Battalion (RAB), due to their involvement in crimes committed during these weeks. Their reckless behaviour resulted in a high number of deaths during the non-violent student demonstrations.

 

The residents of Hastings, Rye and Rother stand in solidarity with the people of Bangladesh during this difficult time. We believe that through compassionate and concerted efforts, we can make a meaningful difference in the lives of those suffering in Bangladesh.

আমরা, হেস্টিংস, রাই এবং রোথারের অধিবাসীগণ, গভীর তাগিদ এবং উদ্বেগের সাথে আপনাদের কাছে বাংলাদেশের চলমান সংকট সম্পর্কে লিখছি। এই পিটিশন কেবল আমাদের এলাকার বাংলাদেশি সম্প্রদায়ের প্রতিনিধিত্বই করে না বরং আল জাজিরা, বিবিসি এবং অন্যান্য আন্তর্জাতিক সংবাদ মাধ্যমে রিপোর্ট করা বাংলাদেশের মানবিক সংকটে হতবাক সকল অধিবাসীর পক্ষ থেকেও করা হয়েছে।

পটভূমি:

গত সপ্তাহে, বাংলাদেশ সাহসী ছাত্রদের নেতৃত্বে এক অসাধারণ অভ্যুত্থান প্রত্যক্ষ করেছে, যারা দুর্নীতি, অবিচার এবং অবহেলায় ভরা একটি ব্যবস্থার বিরুদ্ধে বীরত্বের সাথে অবস্থান নিচ্ছে। প্রধানমন্ত্রী শেখ হাসিনার দলের অনুসারীদের পক্ষে কুখ্যাত কোটা ব্যবস্থা বৃদ্ধির প্রেক্ষিতে এই প্রতিবাদগুলি দায়বদ্ধতা এবং ব্যাপক সংস্কারের দাবিতে একটি জাতীয় আন্দোলনে পরিণত হয়েছে।

শিক্ষার্থীরা পাকিস্তান থেকে ১৯৭১ সালের স্বাধীনতা যুদ্ধে দেশের প্রবীণদের আত্মীয়দের জন্য সংরক্ষিত সরকারি চাকরির এক-তৃতীয়াংশ কোটার পরিবর্তনের দাবিতে র‌্যালি করছে। শিক্ষার্থীরা পরিবর্তনের দাবিতে রাস্তায় নেমেছে। তাদের শান্তিপূর্ণ বিক্ষোভগুলি কর্তৃপক্ষের কঠোর এবং সহিংস প্রতিক্রিয়ার মুখোমুখি হয়েছে, যারা ছাত্রদের বৈধ অভিযোগ মোকাবেলা করার চেয়ে তাদের ক্ষমতা বজায় রাখতে বেশি আগ্রহী বলে মনে হচ্ছে। আইন প্রয়োগকারী কর্মকর্তারা এই শান্তিপূর্ণ প্রতিবাদকারীদের ওপর অশ্রু গ্যাস, লাঠি এবং এমনকি রাবার বুলেট ব্যবহার করে নির্মম দমন চালিয়েছে। প্রধানমন্ত্রী শেখ হাসিনার বিভেদমূলক বক্তব্য বিক্ষোভকারীদের ক্ষোভকে আরও উস্কে দিয়েছে।

বর্তমান অস্থিরতা এবং সরকারি পদক্ষেপ:

এই লেখার সময়, বিদেশী সাংবাদিকদের রিপোর্ট অনুযায়ী প্রায় ১১৪ জনের মৃত্যু হয়েছে। ঢাকা বিশ্ববিদ্যালয় এবং ঢাকার অন্যান্য বোন বিশ্ববিদ্যালয় থেকে শুরু করে, প্রতিবাদগুলি সারা দেশে ছড়িয়ে পড়েছে। বিক্ষোভ দমনের প্রচেষ্টায় সরকার ইন্টারনেট পরিষেবা বন্ধ করে দিয়েছে, তথ্যের বিস্তার এবং যোগাযোগকে ব্যাহত করেছে। কুখ্যাত র‍্যাপিড অ্যাকশন ব্যাটালিয়ন (RAB), বর্ডার গার্ড এবং পুলিশকে প্রতিবাদ দমনের জন্য নিযুক্ত করা হয়েছে, যার ফলে ব্যাপক সহিংসতা এবং নির্মমতা দেখা দিয়েছে। সামাজিক মিডিয়া প্রতিবাদকারীদের মুখোমুখি হওয়া নির্মমতার ভয়াবহ চিত্র এবং ভিডিওতে ভরা।

এই ন্যায়সঙ্গত আন্দোলনের প্রতি সরকারের প্রতিক্রিয়া কেবল এটি পরিষ্কার করে দিয়েছে যে এটি যে জনগণের সেবা করার কথা তাদের থেকে কতটা বিচ্ছিন্ন। শিক্ষার্থীদের বৈধ দাবিগুলি মোকাবেলা করার এবং সংলাপে অংশগ্রহণ করার পরিবর্তে, এটি ভয় দেখানো এবং সহিংসতার আশ্রয় নিয়েছে, যা প্রতিবাদকারীদের সংকল্পকে আরও দৃঢ় করেছে। সরকার দেশকে বিচ্ছিন্ন করার জন্য কঠোর পদক্ষেপ নিয়েছে, তথ্যের ব্ল্যাকআউট সৃষ্টি করেছে এবং এর অপরাধের সমস্ত প্রতিবেদন দমন করেছে। এই পদক্ষেপগুলি সাহসী প্রতিবাদকারীদের মনোবল ভাঙতে এবং তাদের বাকরুদ্ধ করতে বিশ্বের বাকি অংশ থেকে বিচ্ছিন্ন করার একটি স্পষ্ট প্রচেষ্টা।

আমাদের আবেদন:

আমরা আপনাদের, আমাদের নির্বাচিত প্রতিনিধিদের, অবিলম্বে এবং সিদ্ধান্তমূলক পদক্ষেপ নেওয়ার জন্য অনুরোধ করছি এই সংকট মোকাবেলায়। বিশেষভাবে, আমরা আপনাদের কাছে অনুরোধ করছি:

1.     প্রেস এবং যোগাযোগের স্বাধীনতা সমর্থন করুন: বাংলাদেশ সরকারকে অবিলম্বে যোগাযোগ নিষেধাজ্ঞা তুলে নেওয়ার এবং ইন্টারনেট পরিষেবা পুনর্বহাল করার আহ্বান জানান। নিশ্চিত করুন যে আন্তর্জাতিক এবং জাতীয় উভয় সাংবাদিকই প্রভাবিত ব্যক্তি ও গোষ্ঠীগুলির সাথে কোনোরূপ বিধিনিষেধ ছাড়াই সাক্ষাৎকার এবং পরিদর্শন করতে পারেন।

2.     কূটনৈতিক প্রচেষ্টাকে সমর্থন করুন: যুক্তরাজ্য সরকারকে কূটনৈতিক প্রচেষ্টায় যুক্ত করার আবেদন করুন, যার লক্ষ্য বাংলাদেশ সরকারকে মানবাধিকার রক্ষা এবং প্রতিবাদকারীদের দাবিগুলি শান্তিপূর্ণ এবং ন্যায়সঙ্গতভাবে মোকাবেলা করতে উৎসাহিত করা।

3.     আইনশৃঙ্খলা রক্ষা করুন: বাংলাদেশ সরকারকে দুটি মন্ত্রী এবং আইনশৃঙ্খলা বাহিনীর সদস্যদের স্থগিত করার এবং কুখ্যাত র‍্যাপিড অ্যাকশন ব্যাটালিয়ন (RAB) প্রত্যাহার করার আহ্বান জানান, কারণ তারা এই সপ্তাহগুলিতে সংঘটিত অপরাধগুলির সাথে জড়িত। তাদের বেপরোয়া আচরণের ফলে অহিংস ছাত্র আন্দোলন চলাকালীন বিপুল সংখ্যক মৃত্যু হয়েছে।

 

হেস্টিংস, রাই এবং রোথারের অধিবাসীরা এই কঠিন সময়ে বাংলাদেশের মানুষের সাথে একাত্মতা প্রকাশ করছে। আমরা বিশ্বাস করি যে সহানুভূতিশীল এবং সম্মিলিত প্রচেষ্টার মাধ্যমে, আমরা বাংলাদেশের দুঃখ-কষ্টে থাকা মানুষের জীবনে একটি তাৎপর্যপূর্ণ পরিবর্তন আনতে পারি।

এই জরুরি বিষয়ে আপনার মনোযোগের জন্য আমরা আপনাকে ধন্যবাদ জানাই এবং আপনার দ্রুত এবং কার্যকর পদক্ষেপের অপেক্ষায় রয়েছি।
